INEC Tests Electoral Act 2026 With FCT Polls, Rivers, Kano Bye-Elections.

The polls are widely seen as a litmus test for the new Electoral Act, recently signed into law by President Bola Ahmed Tinubu, as INEC gears up for the 2027 general elections.

INEC Chairman, Prof. Joash Amupitan, SAN, stated that 1,680,315 registered voters are expected to participate in the FCT polls across 2,822 polling units in the six Area Councils.

Unlike local government elections in other states, which are usually managed at the state level, the FCT elections are unique as they are conducted directly by INEC. Observers view the exercise as a strategic rehearsal ahead of the 2027 general elections.

Simultaneously, INEC will hold bye-elections in Rivers State for the Ahoada East II and Khana II constituencies, and in Kano State for the Kano Municipal and Ungogo constituencies.

BVAS and IReV Take Centre Stage

A major feature of the 2026 Electoral Act is the formal legal backing of the Bimodal Voter Accreditation System (BVAS) and the Election Results Viewing Portal (IReV).

These tools, previously introduced to improve transparency and credibility, are now enshrined in law, ensuring that INEC can manage the elections efficiently and in real-time.

Meanwhile, the Minister of the Federal Capital Territory, Nyesom Wike, announced a work-free day and a restriction of movement across the territory to ensure smooth elections.

In a broadcast delivered by his Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, Wike explained that the work-free day, approved by President Tinubu, allows residents to travel to their communities to vote.

He also announced a mandatory restriction of movement, stating:

“The President has approved a restriction of movement within the FCT from 8 p.m., February 20 to 6 p.m., February 21, 2026. All security agencies are directed to enforce this strictly.”

‘Show the World We Are Mature’

Wike urged residents to participate peacefully and responsibly, highlighting the importance of electing chairmen and councillors for grassroots development.

“We must show the world that we are a mature and responsible electorate, capable of conducting ourselves with dignity and decorum,” the minister said.

He commended President Tinubu for signing the Electoral Act Amendment Bill 2026, describing it as evidence of the government’s commitment to credible elections.

“Democracy is always evolving, and with each review of the Electoral Act, we strengthen our democratic process,” Wike added.

Encouraging massive voter turnout, he appealed to residents to seize the opportunity to elect leaders who will drive development and prosperity in the territory.

“My dear residents, make your voice heard. Come out on Saturday and vote for candidates of your choice. Our hope is that these elections will produce quality leaders who will contribute meaningfully to the development, peace, and prosperity of the FCT,” the former Rivers State governor concluded.

  • Suspension of Officers: The Minister ordered the immediate suspension of all officers involved in the incident—including the Niger State Commandant and 20 other specific personnel ranging from station guards and arresting officers to legal and duty officers—pending the outcome of the probe.

  • Preserving Evidence: Minister Tunji-Ojo warned that any attempt to destroy or conceal evidence, intimidate witnesses, or obstruct the investigation will be treated as a serious offense. All relevant records and material evidence have been ordered preserved.

Mandate of the Independent Committee

The committee is tasked with:

  • Establishing the identities of the deceased and investigating the circumstances surrounding their arrests, detention, and deaths.

  • Determining responsibility, complicity, negligence, or misconduct.

  • Recommending appropriate actions, compensation where applicable, and safety measures to prevent future occurrences.

  • Delivering its findings and report to the Minister within two weeks.

The panel is empowered to co-opt experts, visit locations, access necessary documents, and request public memoranda as it carries out its two-week assignment. The Minister has also extended his condolences to the bereaved families while appealing for public calm.
