Dr. Jobson Ewalefoh, ICRC’s Director-General, in a statement on Sunday in Abuja, described the deal as a milestone in the Federal Government’s drive to modernize national infrastructure through Public-Private Partnerships (PPPs).

He explained that the PPP agreement was signed by the Ministry of Aviation and Aerospace Development and the Federal Airports Authority of Nigeria (FAAN) on behalf of the government.

Ewalefoh noted that the transaction highlights the growing role of PPPs as a central pillar of infrastructure delivery under President Bola Tinubu’s administration.

According to him, the project was executed under ICRC’s regulatory oversight, ensuring compliance with the national PPP framework, which included certification of the business case, due diligence, negotiations, Federal Executive Council approval, and vetting of the concession agreement by the Ministry of Justice in line with the ICRC Establishment Act.

He described the signing as a clear signal of Nigeria’s commitment to deepening private sector involvement in infrastructure development. The transaction marks the project’s commercial close and paves the way for full implementation in the upcoming phases.

“This concession will enhance the airport’s role as a key gateway for the South-East, improving connectivity to domestic and international destinations, boosting tourism, trade, and broader economic growth across the region,” Ewalefoh said.

He added that the agreement demonstrates the Federal Government’s determination to mobilize private capital, improve service delivery, and reposition strategic national assets for long-term sustainability according to global best practices.

Ewalefoh emphasized that the Enugu Airport concession aligns with ICRC’s ongoing efforts to streamline PPP processes, strengthen inter-agency collaboration, and accelerate project execution, with far-reaching benefits for economic growth across all sectors and regions.

As Nigeria’s PPP regulator, ICRC provided guidance and transaction assurance to safeguard value for money and bolster investor confidence.

Ewalefoh also praised Governor Peter Mbah of Enugu State for his strategic leadership and commitment to positioning the state as an economic hub, noting that proactive state-level engagement is key to delivering transformational infrastructure.

He encouraged other state governments to follow the example of leaders in Ondo, Cross River, Lagos, and others, who are leveraging PPPs to attract investment, fast-track infrastructure, and promote inclusive economic growth.

Finally, Ewalefoh commended the Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, FAAN, and all transaction partners for achieving commercial close, reaffirming ICRC’s commitment to supporting Ministries, Departments, and Agencies in implementing projects under President Bola Tinubu’s Renewed Hope Agenda.
