Seven States Roll Out Proof Of Address System To Revolutionize Service Delivery.
According to Nivo News, the governments of Oyo, Rivers, Bauchi, Yobe, Cross River, Bayelsa, and Sokoto have formally implemented the Proof of Address (PoA) system to strengthen statewide documentation and service delivery. With the adoption of PoA, the governors of the seven states have signed on to a data-driven identification system designed to ensure accurate registration of residents and businesses. The initiative, now being rolled out on a national scale, is expected to enhance access to essential services, reinforce security, and improve governance.
The Federal Government’s Local Government Proof of Address policy aims to replace Nigeria’s reliance on informal and non-standard address systems with a credible, standardized framework. Under the scheme, a verified proof of address serves as a key component of identity verification, enabling residents to access services including electricity, water, healthcare, insurance, internet connectivity, and mobile phone services.
The system also supports financial inclusion by facilitating compliance with Know-Your-Customer (KYC) and Anti-Money Laundering (AML) requirements, thereby allowing Nigerians to open bank accounts, access credit, conduct secure transactions, and participate fully in the formal financial system. Additionally, the PoA framework is expected to enhance government and legal processes, such as voter registration, issuance of official documents, employment verification, and school enrolment.
By linking individuals and businesses to verified locations, the system helps prevent fraud, identity theft, and financial crimes, while also improving logistics, e-commerce, emergency response, and overall service delivery. The OSGF oversees policy direction and coordination, issuing directives for PoA adoption across federal and sub-national agencies, while the Nigerian Postal Service (NIPOST) provides operational support, leveraging its nationwide infrastructure for address verification and data management.
At the local level, the 774 councils are tasked with implementing the system, enacting necessary bye-laws, and mobilizing communities to ensure successful adoption and awareness among residents.

Several members of the organization were reportedly arrested during the operation. This follows another successful raid conducted on Tuesday by a combined team of DSS and military personnel near the Garki area of Enugu, where they seized an additional cache of arms, including a rocket launcher, rocket-propelled grenade (RPG) components, three AK-47 rifles, and hundreds of rounds of ammunition.
These security actions follow the recent arrest of five suspected arms couriers connected to the November 21, 2025, abduction of students and staff at St. Mary’s Catholic School in Papiri Village, Niger State.
