Ex-Katsina SSG Alleges Governor Radda Is Withholding Local Government Funds.

Inuwa made the allegations on Friday evening while speaking with journalists at his Katsina residence, claiming that the state government continues to control local government allocations from the federation account in defiance of the apex court’s decision.
The Supreme Court had previously ruled that state governments cannot collect or withhold local government allocations and directed the Accountant-General of the Federation to disburse funds directly to the councils.
Describing the alleged actions as “unconstitutional, illegal, and an impeachable offence,” Inuwa argued that local governments, as the third tier of government, are constitutionally empowered to manage their finances and independently implement projects for grassroots development.
Inuwa, who also serves as the Katsina State leader of the African Democratic Congress (ADC), criticized the state government for controlling projects executed by local councils. He said, “There is no financial autonomy for local governments in Katsina. The governor has withheld local government funds and releases money to them at will, which is why similar projects are being executed across councils.”
In response, Governor Radda’s Director-General of Media, Maiwada Danmallam, dismissed the allegations, insisting that the state government is not withholding council funds. He explained that the state and local governments are constitutionally mandated to jointly plan and execute development projects, citing Section 7(3) of the 1999 Constitution.
Danmallam added that the Katsina State Government has established the State Joint Planning Board for State and Local Governments, which operates fully within constitutional provisions, and described claims of fund withholding as a misunderstanding of the law.

In related developments, Sa’idu Umar Ubandoma, the PDP’s 2023 governorship candidate for Sokoto State, has also defected to the APC. Previously a close associate of former governor Senator Aminu Waziri Tambuwal, Ubandoma was formally welcomed into the APC by party leader Senator Aliyu Magatakarda Wamakko at his Abuja residence. The move was confirmed on Tuesday by Wamakko’s media aide, Bashar Abubakar.
Ubandoma, who previously served as Commissioner for Finance and Secretary to the State Government under Tambuwal, cited Senator Wamakko’s inclusive leadership and political maturity as the primary reasons for his decision to leave the PDP.
