Reps Clash In Turbulent Session Over ₦16 Trillion CBN Revenue Gap.
A heated debate broke out on the floor of the House of Representatives on Wednesday over a motion examining the alleged non-remittance of ₦5.2 trillion in operating surpluses and ₦11 trillion in revenue discrepancies by the Central Bank of Nigeria (CBN) between 2016 and 2022.....KINDLY READ THE FULL STORY HERE▶
The motion, presented by Public Accounts Committee (PAC) Chairman Bamidele Salam, was prompted by findings in the 2022 Auditor-General’s Report and an ongoing PAC investigation into government revenues processed through the Remita platform.
According to the committee, the CBN has yet to remit ₦5.2 trillion in operating surpluses owed to the Federal Government over six years. The PAC also highlighted other inconsistencies, including ₦954 million in unrefunded Remita transaction charges, an ₦11 billion gap between CBN-reported collections and PAC calculations, ₦3.28 billion with interest applied at the Monetary Policy Rate of 27.25%, and a ₦19.8 billion variance in figures provided by the apex bank.
Tempers rose when Rep. Ghali Mustapha Tijanni of Kano proposed transferring the investigation to an ad hoc committee instead of PAC. His suggestion triggered strong opposition, resulting in loud protests and disorder in the chamber. Some lawmakers insisted that PAC should retain oversight, with Rep. Ahmed Jaha (Chibok/Damboa/Gwoza) tabling an amendment requiring the CBN Governor and relevant officials to appear before the committee.
Speaker Tajudeen Abbas struggled to restore order, criticizing lawmakers for unruly conduct. He specifically warned Hon. Mark Esset and Hon. Kabir Maipalas, threatening disciplinary action. “If you do not stop this behaviour, we will take you to ethics. I do not want to set an example in this House, but you are forcing me to,” he said.
Following repeated attempts to conduct a vote, the motion and amendment were adopted, with loud “aye” votes prevailing. The House has now summoned the CBN Governor and officials involved in Remita revenue management to appear before PAC. The committee will investigate alleged non-remittance and revenue discrepancies from 2015 to 2022, ensuring compliance with the Fiscal Responsibility Act, the CBN Act, and other financial regulations.
