Comptroller-General Bashir Adewale Adeniyi unveiled the directive during the closing session of the 2025 Comptroller-General of Customs Conference in Abuja, stating that the measure is essential to prevent substance-related lapses that could compromise critical Customs operations.
Under the new policy, drug tests will be conducted during the final stages of recruitment before candidates begin training. Serving officers will also be subjected to periodic screenings as part of routine medical and fitness evaluations.
Adeniyi highlighted that the initiative aims to create a fully drug-free institution. He stressed that officers engaged in revenue collection, enforcement, and border security duties must not operate under the influence of drugs, citing past investigations that linked erratic behavior in some Commands to substance abuse.
“There will be no compromise. Every new officer will be tested to prevent the Service from expending resources on rehabilitating personnel,” Adeniyi stated.
The Comptroller-General confirmed that the drug screening program will be implemented across all Zones, Commands, and at the Service Headquarters. Officers holding sensitive responsibilities, including border enforcement and anti-smuggling operations, are required to maintain sound judgment and stable mental health at all times.
Adeniyi further urged personnel to prioritize personal health through regular medical check-ups, describing physical and mental fitness as crucial for effective service delivery and national security. He reiterated that the reforms will ensure that only mentally and physically fit officers are entrusted with strategic Customs duties.
