The reports were presented on Thursday by Akarachi Amadi, Chairman of the House Committee on Oceans and Fisheries. According to a statement from the committee’s media unit, the proposed bills are designed to deepen research, expand technical expertise, and drive innovation across key areas of Nigeria’s maritime economy.
With over 850 kilometres of coastline, extensive continental shelves, and some of West Africa’s richest marine ecosystems, Nigeria holds significant yet underutilised potential in fisheries, aquaculture, offshore services, and blue-economy ventures. The bills seek to leverage these opportunities while developing local expertise for international relevance.
The first report recommends amending the Agricultural Research Council of Nigeria Act to establish the Brackish Water Fisheries Research Institute in Ngo, Rivers State. The institute will focus on research critical to brackish water and coastal fisheries, which support some of the nation’s most commercially viable aquatic species.
The second report calls for the creation of the Federal College of Fisheries Technology and Marine Engineering, also in Ngo. This institution is expected to advance manpower development, foster technological innovation, and address gaps in fisheries management and marine engineering—both essential to maximising Nigeria’s ocean wealth.
The third report proposes a Federal Institute for Diving Technology in Ibeju-Lekki, Lagos State. The institute will provide specialised programmes in deep-sea and offshore diving to meet the growing demands of Nigeria’s offshore, maritime, and underwater engineering sectors, especially as the country expands oil, gas, and marine infrastructure projects.
Amadi expressed optimism that the bills’ passage will promote sustainable exploitation of marine and fisheries resources, elevate professional standards, and enhance Nigeria’s position within the global blue economy. He emphasised that with proper legislative backing, the nation’s fisheries and maritime sectors could become engines for national growth, job creation, and long-term economic stability.
