Massive Capital Projects, Roads, and Education Funded in Bayelsa, Gombe 2026 Budgets.
Governors Douye Diri of Bayelsa and Inuwa Yahaya of Gombe have presented their respective 2026 Appropriation Bills to their State Houses of Assembly for review and approval. Governor Diri outlined that Bayelsa’s budget would be financed through projected revenue streams, including statutory allocations of N42.2 billion, Value Added Tax (VAT) of N84 billion, 13 percent derivation of N212.6 billion, and other FAAC disbursements totaling N488 billion. Additional funds are expected from internally generated revenue (IGR) of N85.9 billion, internal and external grants of N24.9 billion, and domestic loans of N50 billion.
The governor stated that capital expenditure would account for N645.2 billion, representing 64.6 percent of the budget, while recurrent expenditure would be N353.1 billion or 35.4 percent. The Ministry of Works and Infrastructure received N298.6 billion, highlighting the administration’s focus on completing and expanding roads, alongside projects such as the nine-storey civil servants’ secretariat. Education was allocated N75.1 billion, Sports N46.5 billion, Health N39.7 billion, water supply N10.8 billion, power N16.5 billion, security N21.5 billion, and agriculture N15.6 billion.
Governor Diri commended the legislature for its cooperation with the executive and urged members to give the Appropriation Bill careful consideration and timely approval. He emphasized the continuation of key projects, including major road networks, internal roads, and the ultra-modern state secretariat, noting their importance for improving residents’ quality of life.
In Gombe, Governor Yahaya indicated that N164.25 billion of the proposed N535.69 billion budget would be for recurrent expenditure, while N371.44 billion was earmarked for capital projects, representing 69.34 percent. He explained that the 2026 fiscal year is projected to generate N416.10 billion in recurrent revenue and N225.57 billion as capital receipts, with an estimated closing balance of about N100 billion for 2025.
The governor described the budget as visionary yet pragmatic, aimed at consolidating the gains of his administration and ensuring tangible improvements for citizens. He also reported that the 2025 budget of N451.66 billion had achieved 60.12 percent performance as of September 30. House Speakers in both states lauded the governors’ commitment to development and assured prompt legislative consideration of the proposed budgets.
