Senate Backs Bill To Stop Recruitment Of Underage Nigerians Into Military.
The Nigerian Senate has advanced a bill seeking to prohibit the recruitment of persons under the age of 18 into the nation’s Armed Forces. According to Nivo News, the bill aims to align Nigeria’s military recruitment policies with the provisions of the Child Rights Act, 2003, as well as international conventions such as the United Nations Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child.
Sponsored by Senator Abdulaziz Yar’Adua, representing Katsina Central, the bill seeks to repeal the existing Armed Forces Act of 2004 and replace it with a modern, constitutionally sound framework that reflects democratic values and meets current security realities.
Leading the debate, Senator Yar’Adua emphasized that reforming the Armed Forces Act was long overdue. He stated that the current legislation, derived from a military decree, no longer aligns with democratic governance or contemporary operational needs.
“Our Armed Forces represent unity, discipline, and national pride, yet the laws regulating them have not kept pace with our democratic evolution,” Yar’Adua said. “This bill provides a fair, professional, and rights-based legal foundation for our military institutions.”
The proposed law introduces comprehensive reforms designed to strengthen discipline, accountability, and justice within the Armed Forces. Among its key provisions are the expansion of military offences to cover modern security challenges, the introduction of proportionate penalties for violations, and measures to protect the independence of courts-martial by criminalizing interference from superior officers.
Lawmakers believe these changes will promote fairness, curb abuse of authority, and enhance professionalism across the ranks.
The bill has been referred to the appropriate Senate committee for further scrutiny before returning to the chamber for a third reading. If passed and signed into law, the new Armed Forces Act would represent one of the most significant legal transformations in Nigeria’s military system in decades—impacting recruitment standards, human rights compliance, and internal discipline.
