The landmark event, scheduled to commence on October 13, will attract a lineup of high-profile participants including the Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), Farouk Ahmed; President of Dangote Group, Aliko Dangote; and Chief Executive Officer of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Gbenga Komolafe. Leaders of PENGASSAN, NUPENG, refinery owners, major marketers, and other petroleum distributors are also expected to grace the occasion.

Chairman of the House Committee on Petroleum Resources (Downstream), Hon. Ikenga Imo Ugochinyere, disclosed that key government officials such as the two Ministers of State for Petroleum, the Governor of the Central Bank of Nigeria, Olayemi Cardoso, and the Governor of Lagos State, Babajide Sanwo-Olu, will also attend the high-level gathering.

Ugochinyere described the summit as Nigeria’s most influential assembly of petroleum industry stakeholders — a platform for lawmakers, regulators, and investors to engage in policy dialogue, gain regulatory insights, and explore fresh investment and security opportunities shaping the nation’s downstream sector.

In a post shared on his official X account on Monday, Shehu reacted to reports suggesting that only a small fraction of the Nigerian Army’s 2025 budget for security equipment has been released.

He stated that although over ₦20 billion was approved for the procurement of security equipment, only about ₦1.7 billion—roughly 7 percent—has reportedly been disbursed so far.

Shehu questioned the possible impact of the funding gap on troop safety, suggesting it could be linked to growing battlefield casualties.

He also raised concerns about reported cases of soldiers abandoning their posts, implying that insufficient equipment and support may be contributing factors.

The commentator further asked what had become of funds borrowed in the name of addressing insecurity, calling for accountability in their use.
