Tension Mounts As FG Wades Into PENGASSAN–Dangote Refinery Dispute.
The Federal Government has stepped in to address the escalating labour crisis between the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and Dangote Petroleum Refinery by summoning both parties to an emergency conciliation meeting. Dingyadi, speaking through the ministry’s spokesperson, Patience Onuobia, appealed to PENGASSAN to shelve its planned nationwide strike, stressing that industrial action in the petroleum sector would inflict severe damage on the economy and deepen the hardship faced by Nigerians. He urged both sides to act responsibly, warning that a prolonged standoff could threaten national security and economic stability.
The crisis intensified on Sunday after PENGASSAN directed its members nationwide to withdraw their services, protesting the dismissal of over 800 workers by Dangote Refinery. Union leaders condemned the development, describing it as a direct attack on workers’ rights and freedom of association following a surge in membership at the refinery.
Dangote Refinery, however, maintains that the mass dismissals were part of an internal restructuring process. The dispute has been brewing for months amid accusations that the refinery had resisted unionisation efforts, prompting allegations of anti-labour practices.
In September, the situation boiled over when the company terminated the employment of hundreds of Nigerian workers just days after they joined PENGASSAN. The union responded with threats of a nationwide strike, accusing the refinery of breaching labour laws and violating workers’ constitutional right to unionise.
PENGASSAN, one of the most influential oil and gas unions in Nigeria, has a history of wielding significant power in labour disputes, with the capacity to cripple petroleum operations across the country whenever negotiations collapse.

Legal Basis: Balogun explained that the decision is supported by the 1999 Constitution (as amended), which grants local governments the authority to regulate motor parks and maintain public order. He emphasized that local government chairmen would not allow facilities under their control to become security threats, even if other authorities prioritize political considerations over safety.
The suspension will remain in effect until order is restored and public safety is ensured within the state’s transport sector.
