According to the U.S. Department of Justice, Michelle Brannon, 56, was apprehended at a mansion near Tampa, Florida, while David Taylor, 53, was taken into custody in North Carolina. Both are facing charges related to money laundering, forced labor, and human trafficking.

The DOJ identified Taylor and Brannon as the leaders of the Kingdom of God Global Church, formerly known as Joshua Media Ministries International. Taylor reportedly referred to himself as “Apostle,” with Brannon serving as his Executive Director.

Law enforcement officials confirmed that Brannon was arrested at the church-owned property in Hillsborough County, while Taylor’s arrest in North Carolina coincided with SWAT and FBI raids on a Houston-based hotel also owned by the church.

A 10-count federal indictment alleges that Taylor and Brannon operated call centers across Florida, Texas, Missouri, and Michigan, using them to solicit donations and coerce followers, known as “armor bearers,” into performing unpaid labor and personal services for long hours. Investigators say victims were subjected to strict control over daily life, including living arrangements at the call centers or ministry homes and restricted movement without permission.

The indictment further claims that victims were forced to transport women to Taylor and ensure the administration of emergency contraceptives. Since 2014, the church is said to have raised approximately $50 million through these operations, much of which allegedly funded a lavish lifestyle, including luxury properties, vehicles, and recreational equipment such as boats, jet skis, and ATVs.

Both Taylor and Brannon face federal charges of forced labor, conspiracy to commit forced labor, and conspiracy to commit money laundering, each carrying a potential maximum sentence of 20 years in prison.

Assistant Attorney General Harmeet Dhillon emphasized that combating human trafficking remains a top priority for the Department of Justice, while U.S. Attorney Jerome Gorgon Jr. highlighted the collaborative efforts of federal and local agencies in ensuring justice for victims. FBI and IRS officials reinforced their commitment to investigating and prosecuting those involved in human exploitation and financial crimes, underscoring the serious nature of the allegations.

Brannon appeared in federal court in Tampa on Wednesday afternoon. Her legal representation remains unclear, prompting the court to continue her hearing to Thursday afternoon and instruct her to secure local counsel.

Representing NDLEA Chairman and CEO, Brig. Gen. Mohamed Buba Marwa (Rtd), his Chief of Staff, Col. Murtala Aminu, emphasized that this development is a historic turning point in the agency’s 36-year history.

Marwa highlighted that the shift is a necessary response to the changing landscape of drug trafficking, noting that these organizations have become highly organized, armed, and ruthless. He stated, “It would be unconscionable for this Agency to send men and women into harm’s way without the tools and training to protect themselves and the public they serve.”

Institutional Growth and Procurement The NDLEA Chairman credited President Bola Ahmed Tinubu’s administration for providing the necessary operational support, and acknowledged the Office of the National Security Adviser for facilitating the initial supply of arms and ammunition.

Key details regarding the agency’s expansion include:

  • Procurement: The process, which began in 2023 through the China North Industries Corporation (NORINCO), is nearing completion.

  • Logistics: Large quantities of rifles and ammunition are expected to arrive shortly, with plans already in place to airlift them to commands nationwide in partnership with the Nigerian Air Force.

  • Accountability: A strict framework has been established to ensure responsible distribution and usage across all commands.

Setting the Standard for Personnel The training program utilizes selected personnel from various commands who will serve as “master trainers.” These officers are tasked with returning to their respective stations to oversee mandatory one-month weapons handling courses for all staff before the new equipment is officially deployed.

In his address to the trainees, Marwa emphasized that their role is critical to shaping the agency’s future operational culture. He issued a stern directive for the officers to maintain the highest levels of discipline, safety, and professional ethics. He stressed that the authority granted by carrying firearms must be balanced by restraint, sound judgment, and an unwavering commitment to the rule of law.
