Contradictions Erupt As Police Probe Lagos Land Tied To Ex-Abacha Aide
According to Nivo News, two separate investigations conducted by different units of the Force Criminal Investigation Department (FCID), Alagbon, Lagos, have produced conflicting reports over the ownership of a Lekki property allegedly linked to Maj. The dispute traces back to April 2015 when an estate developer, Alex Ochonogor, Managing Director of Bluecreast Homes Ltd, through his lawyer, Ademola Owolabi, sought to purchase a parcel of land located at Block 133, Plot 10, Lekki Phase 1. Owolabi said he verified ownership at the Lagos Land Registry before his client paid N85 million to Al-Mustapha’s lawyer, Adebayo Akeju, who handed over signed documents, including a demolition notice dated July 15, 2014, and a memorandum of loss registered by Al-Mustapha in October 2014, claiming the original title had gone missing during the Abacha era.
However, less than seven months later, a U.S.-based medical doctor, Eze Obidigwe, surfaced, asserting that he had purchased the same property from Al-Mustapha as far back as May 12, 2005. Obidigwe filed suit LD/592LM/2015 at the Lagos State High Court and petitioned the FCID to investigate.
The Special Enquiry Bureau (SEB) and the General Investigation Section (GIS) of the FCID launched parallel probes but reached sharply divergent conclusions. Both units agreed that the land was originally allotted to Al-Mustapha, but they differed on the date of the allocation — December 7, 1994, according to the SEB, and July 12, 1994, according to the GIS.
The SEB’s 28-point report, signed by its head, Godwin Eze, alleged that Al-Mustapha executed separate deeds of assignment transferring the land to both Ochonogor in 2015 and Continental Properties, through which Obidigwe later acquired interest. The bureau further accused Akeju of facilitating the demolition of a structure allegedly built by Obidigwe on the land, insisting the demolition was not sanctioned by the Lagos State Government as claimed. The SEB also stated that the memorandum of loss used by Ochonogor to validate his purchase had been confirmed forged by the Lagos State Ministry of Justice, adding that Owolabi failed to properly verify the property status. It concluded that a case of conspiracy, forgery, illegal encroachment, and contempt could be established against Al-Mustapha, Akeju, and Ochonogor.
In contrast, the GIS 23-page report, signed by its head, Muhammed Dahiru, dismissed the SEB’s findings as compromised and described the probe as a case of “abuse of public office and witch-hunting.” The GIS stated that Al-Mustapha never transferred ownership of the land to Obidigwe, maintaining that the demolition notice was authentic and issued by the Lagos State Government in September 2009, bearing the signature of Gbenga Ashafa, then Permanent Secretary of the Lands Bureau. The GIS cleared Al-Mustapha of wrongdoing, excluded him from the suspect list, and recommended that the matter be referred to the Directorate of Public Prosecution, citing ongoing civil and criminal proceedings.
When contacted, the FCID spokesperson, Mayegun Aminat, confirmed that the matter was re-investigated after the first probe, following a fresh petition to the Assistant Inspector-General of Police. She added that a competent court has requested a certified true copy of the second investigation report, which is now being prepared. Aminat also noted that the officers who led both inquiries are no longer serving at the Lagos Annex of the FCID.
