Top Police Officers Push To Exit Pension Scheme, Seek Urgent National Assembly Support

Senior officers of the Nigeria Police Force have resolved that the Force should withdraw from the Contributory Pension Scheme (CPS), describing the arrangement as inadequate for the welfare of police personnel. The meeting, attended by officers from the rank of Commissioner of Police and above, extensively reviewed the pension scheme and reached a unanimous decision that the police should opt out of the CPS “as it is presently constituted.”

The senior officers further resolved to engage the National Assembly to secure the legal framework necessary for a complete withdrawal from the scheme. Meanwhile, officers and men of the Force have been urged to remain patient, with assurances that efforts are underway to provide a more favorable welfare package. The wireless directive, circulated to zonal and state commanders as well as border units nationwide, emphasized the importance of the decision.

Prior to this resolution, there had been pressure from Nigeria Police Force Pensions Limited (NPF Pensions Ltd.) for officers to transfer their Retirement Savings Accounts (RSAs) to the company. In a letter dated July 2, 2025, Managing Director/CEO Kolade Morakinyo requested that the Inspector-General of Police, Kayode Egbetokun, ensure officers complete the transfers before August 31, 2025. Morakinyo explained that consolidating all RSAs under NPF Pensions Ltd. was essential to establishing a uniform database to calculate percentage-based enhancements according to ranks and steps.

Following the appeal, the IGP’s office issued a circular on July 7, 2025, instructing all personnel to transfer their RSAs immediately, reinforced on July 10 through another circular signed by Assistant Inspector-General Godwin I. Eze on behalf of the Deputy Inspector-General in charge of Finance and Administration. The directives were disseminated to Deputy and Assistant Inspectors-General, police colleges, training schools, commandants, and commissioners of police across the country. NPF Pensions Ltd. was established specifically to manage police pensions under the CPS, regulated by the National Pension Commission (PenCom).

The push to exit the CPS follows nationwide protests by retired police officers on July 21, 2025, in cities including Abuja, Calabar, and Jalingo. Led by human rights activist Omoyele Sowore, retirees demanded dignity in retirement, criticizing the CPS as exploitative. Some reported receiving only ₦2–₦3 million after 35 years of service, while others were left with monthly stipends as low as ₦30,000–₦45,000. Protesters carried placards reading, “Scrap police contributory pension scheme” and “We need our full gratuity,” accusing administrators and police leadership of mismanagement, including unremitted deductions and falsified records.

With the latest resolution by senior officers, the focus now turns to the National Assembly, where legislative amendments will be required for the Nigeria Police Force to formally exit the CPS.
