World Bank Injects $300 Million To Rebuild Lives Of Millions In Northern Nigeria

According to Nivo News, the World Bank has approved $300 million in financing for the Internally Displaced and Host Communities Project (SOLID) in Northern Nigeria, designed to improve access to essential services and create economic opportunities for Internally Displaced Persons (IDPs) and the communities hosting them. Ongoing conflict and insecurity in Northern Nigeria have forced more than 3.5 million people from their homes, straining local infrastructure and reducing access to basic services in host communities. This influx has heightened vulnerability to natural disasters such as flooding, while also intensifying competition for scarce resources and limiting livelihoods. The World Bank noted that local governments have been unable to meet the growing needs of both residents and displaced populations.

The SOLID Project will build on existing Nigerian government efforts, international collaborations, and the World Bank-supported Multi-Sectoral Crisis Recovery Project, which focused on short-term emergency relief. The initiative will prioritise climate-resilient infrastructure, promote social cohesion through community-led planning and economic cooperatives, support livelihoods for both IDPs and residents, and strengthen institutions to better manage demographic pressures caused by forced displacement.

World Bank Country Director for Nigeria, Mathew Verghis, said the project holds “tremendous potential” to address the challenges of long-term displacement, stressing that its integrated approach, aligned with the National IDP Policy and federal development vision, will enable affected populations to transition from reliance on humanitarian aid to economic independence.

Expected to benefit up to 7.4 million people, including an estimated 1.3 million IDPs, the project will be implemented through a coordinated, community-driven approach involving all levels of government and strong international partnerships. Task Team Leaders for SOLID, Fuad Malkawi and Christopher Johnson, described the operation as vital for bridging the gap between emergency relief and long-term development, and for strengthening service delivery in already overstretched host communities.

Background on Conviction

Bolarinwa has been serving a prison sentence following his initial remand in April 2022 by the Economic and Financial Crimes Commission (EFCC).

  • He was arraigned before Justice Oluwatoyin Taiwo of the Special Offences Court in Ikeja on a 13-count charge encompassing forgery, possession of false documents, and obtaining money by false pretences amounting to ₦266.5 million.

  • The EFCC stated that Bolarinwa deceived Kodef Clearing Resources Limited by posing as a military general and claiming that former President Muhammadu Buhari had shortlisted him for appointment as Chief of Army Staff, extracting large sums to “facilitate” the role.

  • Investigators also recovered forged appointment letters, military identification cards, recommendations bearing former President Olusegun Obasanjo’s name, and several firearms from his Alagbado residence.

  • Although he initially pleaded not guilty, Bolarinwa changed his plea to “guilty” during court proceedings on July 7, 2022.

  • Justice Taiwo convicted him on all 13 counts, sentencing him to seven years’ imprisonment without the option of a fine, ordering asset forfeitures, and directing him to pay ₦20 million in restitution.
