Corruption Thrives as MDAs Refuse to Set Up Integrity Units — ICPC Report Reveals

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has expressed concern over the apparent lack of institutional commitment to combating corruption within the public sector.....KINDLY READ THE FULL STORY HERE▶

According to the commission, as many as 92 Ministries, Departments, and Agencies (MDAs) have yet to establish the mandated Anti-Corruption and Transparency Units (ACTUs), designed to promote internal integrity and accountability.

This revelation was made on Tuesday during an investigative hearing organised by the House of Representatives Committee on Anti-Corruption in Abuja.

The ICPC disclosed that as of the end of 2024, while 84 MDAs had functional ACTUs, 127 others maintained units that were either weak or ineffective. An additional five had ACTUs that existed only in name, effectively rendering internal anti-corruption efforts in those institutions redundant.

ICPC Chairman, Dr. Musa Ali, represented by Mr. Olusegun Adigun at the hearing, attributed the ineffectiveness of many ACTUs to poor funding, external interference, lack of political will, resistance to reform, and insufficient institutional support.

Despite these challenges, the commission noted that it had adopted several strategies aimed at curbing corruption in public institutions, including enhanced engagement and capacity building.

Ali emphasised the need for regular training of ACTU personnel, improved collaboration among stakeholders, and increased public awareness of the unit’s role.

Declaring the hearing open, Speaker of the House of Representatives, Hon. Tajudeen Abbas—represented by Umar Ajilo—stressed that the exercise was not a witch-hunt but a constructive initiative to evaluate the performance of ACTUs and strengthen institutional transparency.

“We are here not just as lawmakers, but as defenders of democracy and guardians of public trust,” Abbas said. “Corruption undermines our institutions, erodes public confidence, and hampers national development. This hearing is a reaffirmation of our commitment to fight back.”

He reiterated that ACTUs were established to detect, report, and prevent corrupt practices, while fostering a culture of integrity within the civil service. However, he noted that the success of such units depends heavily on sustained political backing and institutional cooperation.

“The purpose of this hearing is to review their effectiveness, hear from key stakeholders, and consider legislative pathways to reinforce their mandate,” Abbas added. “We must dismantle the systemic enablers of corruption and institutionalise a culture of accountability.”

Also speaking, Chairman of the House Committee on Anti-Corruption, Hon. Kayode Akiolu, underscored the importance of ACTUs in Nigeria’s broader anti-corruption strategy.

He recalled that the Federal Government, through the Office of the Head of Civil Service, had directed MDAs to set up ACTUs in 2001 and 2003—part of the ICPC’s decentralised model for grassroots integrity monitoring.

“These units were founded on a practical idea—that those within MDAs are in the best position to identify and manage internal corruption risks,” Akiolu explained. “Through ACTUs, the ICPC has extended its reach to over 400 MDAs without bloating its workforce—a commendable innovation in public sector management.”

However, Akiolu noted that while some units had delivered laudable results, others had strayed from their core responsibilities or even become complicit in the malpractices they were created to prevent.

In a statement shared on his verified Facebook page, Mutfwang said discussions focused on security, welfare, and the overall development of Plateau people, with special attention on the recent attacks in rural communities.

According to sources, participants reviewed the security situation and expressed deep concern over continued loss of lives and destruction of property.

The stakeholders reportedly agreed on a united approach to restoring peace, strengthening unity, and promoting peaceful coexistence among communities.

They also resolved to develop stronger frameworks to address the root causes of the violence, anchored on values of discipline, courage, and patriotism.
