Major Shift in Education Policy as FG Enforces 12-Year Cutoff for Junior Secondary
A new policy document on Non‑State Schools, unveiled last week by the Federal Ministry of Education, has set 12 years as the minimum age for pupils seeking admission into Junior Secondary School (JSS1) after completing six years of primary education.....KINDLY READ THE FULL STORY HERE▶
Non‑State Schools—also known as independent, private, or non‑government schools—are institutions not run by the government. They are typically funded through tuition fees and supported by donations from individuals, corporate bodies, communities, faith‑based organisations, and foundations.
The policy document noted that non‑state schools play an increasingly significant role in education provision across the country, even though the quality of instruction varies widely among them.
On enrolment age, the Ministry stated:
“Nursery education shall span three years. Children shall be admitted into Nursery One at age three, Nursery Two at age four, and shall undergo one compulsory year of pre‑primary (Kindergarten) at age five, in line with Section 2(17) of the NPE, 2013 Edition.”
Regarding Junior Secondary School, the policy further stated:
“Basic education shall last nine years, consisting of six years in primary school and three years in Junior Secondary School. Children shall be admitted into Primary One at age six, must complete six years of primary education, and shall only be admitted into Junior Secondary School (JSS1) upon completing primary education, at approximately 12 years of age.”
If strictly implemented, this framework means Nigerian learners would typically reach the age of 18 before becoming eligible for admission into higher institutions.
The announcement comes amid ongoing debates over the minimum entry age for tertiary education in Nigeria. A former Minister of Education, Prof. Tahir Mamman, had pegged the minimum university entry age at 18 years, but the current Minister, Dr. Tunji Alausa, later reverted it to 16 years.
The Nigeria Education Digest 2022, published by the ministry, also highlighted the rising prominence of non‑state schools. It revealed that non‑state schools outnumber state schools at the Junior Secondary level in at least 26 states, while state schools still dominate at the primary level in 19 states.
Between 2017 and 2022, non‑state primary schools grew by 31.56%, compared to just 3.3% growth recorded by state‑owned primary schools in the same period, underscoring the rapid expansion of the private education sector.
