No Age Barrier! Cuba Opens Door for Elderly Leaders in Historic Election Reform

Previously, Cuba’s constitution required presidential hopefuls to be at least 35 years old but no older than 60. Following Friday’s plenary session, the upper age limit has been abolished, though the two‑term limit of five years each remains firmly in place.
Announcing the reform, National Assembly President Esteban Lazo explained that, under the new rule, any Cuban citizen “in full physical and mental capacity, with loyalty and a revolutionary track record,” can now vie for the presidency regardless of age.
In a symbolic moment, Raúl Castro, 94, became the first to vote in favour of the amendment, underscoring the enduring presence of revolutionary‑era leaders within Cuba’s power structure.
Incumbent President Miguel Díaz‑Canel, now 65, was first elected in 2018 and re‑elected in 2023. While the amendment does not affect his current tenure, it ensures that he—or any other figure previously barred by the age limit—remains eligible in future cycles, provided the two‑term ceiling is respected.
No official successor has been named by the ruling Communist Party, but analysts believe the change could open the door for older revolutionary figures to return to prominence.
Reactions have been mixed: supporters hail the amendment as a pragmatic step for a country with an ageing leadership, while critics warn it could become a tool to prolong entrenched power.
The 2019 constitution, which first introduced term and age limits, marked a sharp break from six decades of uninterrupted rule by Fidel and Raúl Castro. Fidel stepped down in 2008 due to poor health, ending an era that began with the 1959 revolution; Raúl retired as Communist Party first secretary in 2021, paving the way for Díaz‑Canel.
The reform comes as Cuba faces its worst economic crisis in over thirty years, with chronic shortages of food, medicine, and fuel, frequent power outages, and record emigration.
With public frustration mounting, many observers see the timing of this constitutional change as calculated—an attempt to manage the political narrative ahead of what could be a turbulent 2028 election season.
