‘Official Backing’ for Terror? Fulani Jihadist Surge Linked to Public Funds

While reports of Fulani-led violence against Christians have circulated for years, a new probe by Catholic criminologist Emeka Umeagbalasi, Chair of the International Society for Civil Liberties and Rule of Law (Intersociety), suggests that the crisis is far deeper and more systematically orchestrated than previously believed.
According to Umeagbalasi’s findings, the land-grabbing operations are being financed through federal government allocations and suspected external jihadist funding. He claims the effort involves covert strategies such as disguised ranching initiatives (like the RUGA programme), manipulated land acquisition schemes, and state-facilitated land transfers that coerce or manipulate local traditional authorities into surrendering communal lands.
“The Fulani Jihadist Conquest Project in Igboland and across the entire South-East is openly coordinated by the Federal Government, which appears to be acting on behalf of Fulani herdsmen and their backers,” the report states.
It further alleges that the project is bankrolled not only by national funds but also by a so-called “World Jihad Fund,” believed to be funneled through the Islamic Development Bank.
According to ”NIVONEWS” the report warns that the government’s involvement in facilitating the Fulani land agenda in the South-East is particularly dangerous, given the region’s limited landmass—just 29,525 square kilometers—compared to states like Niger, which alone spans over 76,000 square kilometers and could easily accommodate all of Nigeria’s cattle population.
Despite this, Umeagbalasi claims that massive farmland in Elugwu-Achi, Oji River LGA of Enugu State, is being cleared and fenced—allegedly for a covert federal cattle ranch—despite initial community resistance. Similarly, a large swath of land between Aguata and Orumba in Anambra State is believed to have been quietly handed over under the same agenda.
According to Umeagbalasi, many South-East governors have been compromised through a deliberate political setup by the so-called “Caliphate”: manipulated elections, legal traps, and threats of removal through judicial technicalities. He cited the case of Abia State Governor Alex Otti, alleging that his post-election legal battles were part of efforts to force compliance with this wider agenda.
“The South-East is already overrun by jihadists,” Umeagbalasi asserted. “The Islamisation of the region is no longer a myth—it’s unfolding before our eyes.”
He expressed fears that Anambra might soon mirror Benue State, where initial permission for Fulani settlements eventually led to mass killings and widespread displacement. He referenced the recent massacre in Yelwata, Benue State, on June 13–14, during which over 220 Christian residents were slaughtered in an overnight attack by Fulani jihadist herdsmen.
“You don’t invite people like that into your community,” he warned. “I don’t understand why a governor of a predominantly Christian state like Anambra would do such a thing.”
Umeagbalasi accused both federal and state governments—as well as security agencies—of being complicit in a calculated strategy to dispossess Christian communities of their ancestral lands in the name of ranching.
He also cited individual cases that, in his view, exemplify the Islamisation push. One such example is Alhaji Sali Friday Nnamane, who he claimed was a Christian converted in Zamfara and later returned to Enugu armed with billions in investments and a mission to convert locals.
“Right now, the South-East is sitting on a keg of gunpowder,” he warned, stressing that both the state and federal apparatus, including security forces, are “deeply entangled in the conquest and Islamisation agenda.”
