The Nigerian Association of Resident Doctors (NARD) has strongly rejected a circular issued by the Federal Government through the National Salaries, Incomes and Wages Commission (NSIWC) on June 27, 2025, referencing allowance reviews for Medical and Dental Officers. The circular, bearing reference number SWC/S/04/S.218/III/646, was described by NARD as “preposterous,” with the association stating that its contents fail to reflect the pressing realities and challenges facing Nigerian medical professionals.

In a joint statement issued by NARD President Dr. Osundara Tope and Secretary General Dr. Odunbaku Kazeem Oluwasola, the doctors accused the commission of undermining national efforts to curb health workforce migration. They argued that the circular contradicts existing policies designed to retain skilled health personnel and demonstrates a disturbing indifference to the plight of Nigerian doctors who continue to work under poor conditions, severe manpower shortages, and inadequate infrastructure.

The association criticized the NSIWC for ignoring the root causes of brain drain in the health sector and failing to consider the devastating consequences of health workforce migration on Nigeria’s already fragile healthcare system. In response, NARD demanded the immediate implementation of the revised Consolidated Medical Salary Structure (CONMESS) and associated allowances submitted to the Federal Ministry of Health, in line with previously agreed collective bargaining terms. They also called for the payment of specialist allowances to all doctors.

In solidarity with the Nigerian Medical Association (NMA), NARD further called for the formation of a new negotiation team that would uphold the principles of the original collective bargaining agreement signed in 2009—an agreement the government has allegedly failed to honour for over a decade.

The statement read in part:
“For over ten years, the Nigerian government has neglected the 2009 collective bargaining agreement with doctors. The NSIWC has now unilaterally introduced a disorganised and chaotic allowance structure, devoid of transparency and lacking a proper framework for mutual respect and understanding.

The proposed allowances fall short of reflecting the harsh economic conditions Nigerian doctors face and fail to address the fundamental issues plaguing our healthcare system. The commission’s action shows no understanding of the push-and-pull factors behind health workforce migration or the impact of these challenges on the country’s healthcare delivery.

Nigeria is battling a critical shortage of medical professionals due to poor welfare packages, deplorable working conditions, overwhelming workloads, burnout, mental stress, and a lack of compensation for overtime. In the face of all these, what the NSIWC has offered is a blatant show of disrespect to Nigerian doctors.”

The party also announced the fees for its expression of interest forms for aspirants vying for various elective positions.

In a statement issued by its National Publicity Secretary, Dr. Ejimofor Opara, APGA noted that the timetable is in line with the revised schedule released by the Independent National Electoral Commission (INEC).

The statement explained that the schedule complies with INEC’s updated timetable for the 2027 general elections, dated February 26, 2026, and is backed by provisions of the APGA Constitution 2019 and the Electoral Act 2026.

According to the party, the sale and submission of expression of interest forms will run from April 20 to May 8.

Screening of aspirants will follow, with National Assembly hopefuls slated for May 11, State House of Assembly candidates on May 12, and governorship aspirants on May 13.

The sale and return of nomination forms will then take place from May 14 to May 21.

APGA reiterated that expression of interest forms will be sold separately from nomination forms, noting that only aspirants who pass the screening process will be eligible to purchase nomination forms.

The party also detailed the cost of forms for various positions. Presidential aspirants are to pay ₦25 million, senatorial hopefuls ₦6 million, House of Representatives candidates ₦4 million, governorship aspirants ₦10 million, and State House of Assembly candidates ₦2 million.

All primary elections are scheduled to hold on May 23, 2026, using the Option A4 system, while appeals arising from the primaries will be addressed on May 28, 2026.

He said: “He was arrested over a coup against Ibrahim Babangida. A close friend in the army had confided in him about plans to remove him from power. The dilemma was whether to report his friend or stay silent. When the plot was exposed, his friend was arrested and named my dad. He was also arrested, tried, and sentenced to death by firing squad—but somehow, he survived.”
