The Oyo State Commissioner for Lands, Housing and Urban Development, Mr. Akin-Funmilayo, has reaffirmed the Ministry’s commitment to curbing the spate of building collapses across the state by tightening compliance with construction regulations.....KINDLY READ THE FULL STORY HERE▶

He urged developers to obtain the necessary approvals and technical guidance from the Ministry before initiating any building projects to avert avoidable disasters.

“We are committed to safeguarding lives and property by ensuring that both homeowners and contractors strictly adhere to building regulations. We cannot afford to lose lives or property due to preventable collapses. The government is determined to eliminate this menace,” Akin-Funmilayo declared.

The commissioner made this known during the afternoon session of the Omituntun 2.0 Inter-Ministerial Briefing, held at the Governor’s Office Press Centre.

He revealed that the Ministry had established 15 Government Reserved Areas (GRAs) through public-private partnerships. He also highlighted several reforms, including the issuance of electronic allocation letters, an online land allocation and plot selection portal (via www.lands.oyostate.gov.ng), an amnesty programme for unapproved building permits, and the launch of an online building permit system.

Looking ahead, Akin-Funmilayo said the Ministry would intensify efforts on house numbering and begin the digitisation and archiving of all land documents.

“One of our key targets is to grant operational autonomy to the Physical Planning Department, allowing it to operate as a standalone division. Administrative procedures have commenced, and we expect major progress before the end of the year,” he noted.

He attributed the state’s growing Internally Generated Revenue (IGR) to Governor Seyi Makinde’s forward-thinking leadership, emphasizing that digitised land documentation and the creation of new GRAs significantly boosted revenue performance.

The commissioner disclosed that 17,046 digital title documents had been issued since the start of the Makinde administration. He also cited the Oyo State Property Reference System, which enhances land-based tax collection, as another strategic innovation that has broadened the tax net.

According to him, the Ministry generated N4.8 billion in 2023 and N6.1 billion in 2024. As of May 15, 2025, the Ministry had already generated N3.2 billion.

  • Senator Rashidi Adewolu Ladoja GRA

  • Baywood Gardens

  • Hon. Akinremi Jagaban GRA

  • Kolapo Ishola Land Phase II Extension (Akobo)

  • Mokola Hill Top GRA

  • Tonabim Estate

  • Oyo GRA

  • Ogbomoso GRA

He added that GRAs in Alalubosa, Aerodrome, and Agodi Gardens would soon be available for public purchase.

“We generated N2.7 billion between January and May 2024. In the same period in 2025, the figure rose to N3.2 billion—a N500 million increase. This growth followed a thorough review and optimisation of our internal processes,” Akin-Funmilayo said.

He further disclosed that of the 17,000+ digital title documents issued, nearly 8,000 were delivered in the past two years, including 4,570 in 2024 alone—the highest in a single year since 2019. In May 2025, the Ministry issued 1,008 documents, with a projection of 5,000 by year-end.

Additional innovations include:

  • Digitisation of property cards and registry files

  • Deployment of Real Time Kinematic (RTK) digital survey equipment

  • Enactment of a new Land Use Charge Law

  • Recruitment of 77 new staff to enhance service delivery

The Ministry has also paid a total of N935.8 million in compensation to property owners affected by key infrastructure projects, including:

  • Senator Rashidi Ladoja Circular Road (East Wing): N260 million

  • Ajia Junction Interchange: N139 million

  • Ogbomoso/Iseyin Road right of way: N23.8 million

  • Air Force Base, Ajia: N513 million

When asked about the rising cost of land in GRAs due to infrastructure upgrades, the commissioner acknowledged the trend but reassured the public that affordable housing projects for low- and middle-income earners remain a core focus of the Makinde administration.
