Minister Explodes: Lokpobiri Accuses NASS of Undermining Oil Sector with Endless Summons”

Speaking at the opening of the Nigeria Oil and Gas Conference and Exhibition (NOG 2025) in Abuja, the minister warned that such legislative actions risk damaging investor confidence and sending negative signals to the international community, ultimately threatening the stability of Nigeria’s economy.
Lokpobiri criticized the practice of inviting oil companies for questioning over matters dating back nearly two decades, often without first seeking clarification from the Ministry of Petroleum Resources.
“I served as a senator 18 years ago. I was the youngest at the time and sat on several key committees, including those overseeing the upstream and downstream sectors. We understood the implications of these actions,” he stated.
He explained that when Nigerian legislative committees summon companies, especially on procurement-related issues, the concerns quickly escalate to their global headquarters, creating reputational and regulatory risks. This, he said, could deter foreign investment or disrupt ongoing partnerships.
“These summons get to their global offices,” Lokpobiri noted. “In their countries, they also have parliaments, and they understand the weight such actions carry. Imagine a procurement issue from 18 years ago being raised today—not even by the Oil and Gas Committee, but by the Procurement Committee. What business does that have with an IOC?”
The minister emphasized that the oil and gas sector is still Nigeria’s economic backbone, accounting for over 80 percent of the nation’s export earnings. He urged lawmakers to exercise caution and consult the ministry before issuing summons.
“Nigeria relies heavily on this industry. Before any such action is taken, the Ministry of Petroleum Resources should be contacted for guidance,” he said.
On the country’s production capacity, Lokpobiri revealed that Nigeria is currently producing around 1.745 million barrels per day, including condensates. He stressed the urgent need to boost output to meet both domestic and international demands.
“We want to maintain our relevance in the global energy space. To do that, we must ramp up production. That’s the only way we’ll generate the revenue needed to address critical national challenges and improve the lives of our people,” he added.
