The National Counter Terrorism Centre (NCTC) has convened a high-level workshop in Abuja to review and validate the updated National Counterterrorism Strategy (NACTEST), which has served as the framework for Nigeria’s counter-terrorism efforts since 2015.

Announcing the development at the workshop, the National Coordinator of the NCTC, Major General Adamu Laka, said the review was necessitated by the rapidly evolving security landscape and shifting tactics employed by terrorist groups. The strategy was initially developed in 2015 and later revised in 2016.

Laka emphasized the urgent need for a refreshed and more responsive approach, grounded in operational experience and designed to address new and emerging threats.

“Given the dynamic and ever-evolving nature of the security environment, a comprehensive review of this strategy is long overdue,” he said. “This update is essential to ensure NACTEST reflects the current realities, the changing modus operandi of terrorist organizations, and the hard-earned lessons from years of counter-terrorism operations.”

According to him, the revised draft is the outcome of an extensive expert review process and wide-ranging consultations with key stakeholders, including Ministries, Departments and Agencies (MDAs), civil society organisations (CSOs), and international partners.

Laka noted that these diverse inputs have produced a strategy that is not only robust and inclusive but also aligned with international best practices, making it both nationally effective and regionally relevant.

He also highlighted that the review comes at a pivotal moment, as the NCTC is being repositioned into a Regional Centre of Excellence for Counter-Terrorism in West Africa and the Sahel—an initiative endorsed by President Bola Ahmed Tinubu.

“This transition reflects Nigeria’s unwavering commitment to regional peace and security,” Laka stated. “It is imperative that we craft a strategy that not only addresses our national priorities but also sets a benchmark for the sub-region.”

He stressed that the workshop was structured to encourage inclusive participation and shared ownership of the revised strategy.

“As we move forward, we must remain anchored on the two foundational pillars of our counter-terrorism approach: the Whole-of-Government and Whole-of-Society strategies,” Laka said. “These principles remind us that terrorism is not just a security threat, but also a social and ideological challenge—one that demands the collective action of government institutions and the broader society.”

The Osun State Chapter of the All Progressives Congress (APC) has responded to claims by Governor Ademola Adeleke that local government officials under the party diverted about ₦300 billion meant for workers’ salaries.

Adeleke had made the allegation during a stakeholders’ meeting, accusing APC-controlled council officials of hijacking funds and forcing the state government to shoulder salary payments for local government workers, teachers, health staff, and pensioners for over a year.

He insisted he would not abandon workers, blaming the situation for delays in executing some state projects.

But in a statement, APC’s Director of Media and Information, Kola Olabisi, dismissed the claims, accusing the governor of misleading the public and shifting blame.

The party alleged that Adeleke was responsible for the salary issues, claiming he refused to release electronic payment vouchers and other financial documents needed for processing payments.
