Electricity distribution companies across Nigeria suffered a revenue shortfall exceeding N202bn in the first quarter of 2025, even as electricity billing surged nationwide, an analysis of industry data by The PUNCH has revealed.

According to the Nigerian Electricity Regulatory Commission’s (NERC) latest report, the 12 DisCos billed customers N761.91bn between January and March 2025 — a 106.68% increase (N393.26bn) compared to the same period in 2024. However, only N559.3bn was recovered, translating to a 73.4% collection efficiency and a 26.6% revenue gap.

This performance shows a marginal dip in efficiency from Q1 2024, when DisCos collected N291.62bn out of N368.65bn billed, at a 79.1% efficiency, with a smaller shortfall of N77.03bn. Despite improved billing and absolute collections, the scale of uncollected revenue more than doubled year-on-year.

Compared to Q4 2024, when N509.84bn was collected from N658.40bn billed, the latest figures reflect growth in billing volume but also reveal persistent gaps in payment compliance across several regions.

Breakdown of Disco Performance

  • Ikeja Electric: Billed N129.91bn, collected N101.2bn (shortfall: N28.71bn, 22.1%)

  • Eko Disco: Billed N123.76bn, collected N101.51bn (shortfall: N22.25bn, 17.9%)

  • Abuja Disco: Billed N109.73bn, collected N88.1bn (shortfall: N21.63bn, 19.7%)

  • Ibadan Disco: Billed N82.88bn, collected N61.73bn (shortfall: N21.15bn, 25.5%)

  • Benin Disco: Billed N64.96bn, collected N52.31bn (shortfall: N12.65bn, 19.5%)

  • Enugu Disco: Billed N55.56bn, collected N44.95bn (shortfall: N10.61bn)

DisCos in the northern region continued to trail behind in performance:

  • Jos Disco: Billed N36.31bn, collected N17.13bn (shortfall: 52.8%)

  • Kano Disco: Billed N40.51bn, collected N25.5bn (shortfall: 37.1%)

  • Kaduna Disco: Billed N24.22bn, collected N11.72bn (shortfall: 51.6%)

  • Yola Disco: Billed N14.42bn, collected N8.2bn (shortfall: 43.1%)

  • Aba Power: Billed N17.65bn, collected N9.32bn (shortfall: N8.33bn)

Concerns Over Financial Viability

The figures have reignited concerns over the financial sustainability of Nigeria’s electricity sector, particularly the DisCos’ capacity to recover revenue. While some utilities showed modest improvement, others continue to struggle with high non-payment rates — especially in the North — raising red flags about operational efficiency and long-term viability.

The revised prohibition schedule, dated April 1, 2026, outlines 17 broad categories of goods that are no longer allowed into the country through any entry point.

According to the Federal Ministry of Finance, the policy affects a wide range of products, including food items, pharmaceuticals, household goods, and industrial materials.

One of the most notable aspects of the list is the ban on several widely used medicines under specified HS codes, including paracetamol, metronidazole, cotrimoxazole, chloroquine, aspirin, folic acid, and some vitamin supplements. The government says these are now to be produced locally.

The restriction also covers pharmaceutical waste, which remains completely prohibited.

In the agriculture and food sector, the importation of poultry, pork, beef, and eggs remains banned, although an exception was made for hatching eggs used for breeding and research purposes.

Retail-packaged vegetable oils, sugar products, cocoa derivatives, tomato paste, and certain bottled water products are also included in the import restrictions, with emphasis on encouraging local production.

The policy further bars detergents, soaps, ballpoint pens and refills, cement, certain fertilizers, packaging materials, and specific steel and glass products.
