Among those charged are former Assistant Inspector-General (AIG) Idowu Owohunwa, and retired Commissioners of Police Benneth Igweh and Ukachi Peter Opara. The charge, marked CR/353/25, was filed at the High Court of the Federal Capital Territory, Abuja, and revolves around accusations of criminal conspiracy, forgery, and illegal manipulation of official police records.
Also listed as defendants are retired Deputy Commissioner of Police, Obo Ukam Obo, and retired Assistant Commissioner of Police, Simon Lough (SAN). The IGP revealed that several others connected to the case are still at large.
According to the court documents, the accused—many of whom reportedly joined the Nigeria Police Force around 1999—allegedly conspired to forge official police signals in a bid to alter their service records. A key piece of evidence includes a forged signal, identified as Signal No. DTO 221535/05/89, purportedly sent from NIGPOL Admin Lagos to the Police Academy in Kaduna, and used to support manipulated personal data in official files.
The IGP accused the officers of intentionally orchestrating a scheme to falsify internal police documents. The charges against them include conspiracy, forgery, and unlawful alteration of official documents, in violation of various sections of the Penal Code Law.
Some of the charges read as follows:
“That you, AIG Idowu Owohunwa (Rtd), CP Benneth Igweh (Rtd), CP Ukachi Peter Opara (Rtd), DCP Obo Ukam Obo (Rtd), ACP Simon A. Lough SAN (Rtd), and others now at large, having joined the Nigeria Police Force around 1999, within the jurisdiction of this Honourable Court, committed the offence of conspiracy to commit a criminal act, punishable under Section 97(1)(2) of the Penal Code.
“That you falsified and used as genuine a Nigeria Police Force signal, DTO 221535/05/89, issued under the name of NIGPOL Admin Lagos to the Compol Academy Kaduna, thereby committing an offence punishable under Section 366 of the Penal Code.
“That you also falsified another signal, DTO 261340/061/89, in the name of the Nigeria Police Force addressed to Compol Admin Sokoto, an act deemed dishonest and punishable under Section 366 of the Penal Code.”
