Foster Mother Accuses Kwara Ministry of Disregarding Court Order in Custody Dispute
Cynthia Salami, a foster mother, has accused the Kwara State Ministry of Social Development of refusing to comply with a court directive mandating the release of her four-year-old foster child, Salami Penuel. Despite a ruling issued by the Family Court in Ilorin on March 28, 2025, granting temporary custody of the child to Salami, and the order being formally served to the Commissioner for Social Development on April 7, the child has yet to be returned.
At a press briefing held in Ilorin on Monday, Salami criticized the ministry’s actions, calling the continued detention of Penuel a violation of the court’s ruling and a form of psychological harm.
“Penuel is not a destitute child. She has a stable home and a supportive family. Holding her in a facility meant for the needy is both unjust and traumatic,” Salami said.
She recounted meeting Oluwatobi in 2020 during the COVID-19 lockdown when the then-19-year-old was found unresponsive and brought to church. Salami’s family took her in, provided care, and supported her through childbirth. She alleged that Oluwatobi displayed no maternal interest, did not breastfeed the child, and abandoned her for two years before suddenly seeking custody.
Salami stated she was summoned by the Ministries of Justice and Social Development for what she believed was a routine inspection. However, she was asked to surrender the child to the state home without prior notice or legal hearing.
Following the handover, Salami sought legal intervention and obtained an interlocutory court order granting her custody. Nevertheless, the ministry has not returned the child.
In response, the Commissioner for Social Development, Hajia Maryam Nnafatima-Imam, through the ministry’s legal counsel, noted that the state government had filed a motion to set aside the order. The commissioner maintained that the child remains in state custody with the biological mother’s consent and declined to provide further commentary, citing legal restrictions on child-related cases.
As the legal tussle unfolds, Salami continues to press for enforcement of the court’s directive and the return of the child to her care.

In a viral video detailing the incident, Sandra explained that hours after participating in the morning service, taking communion, and paying her regular offering, she attempted to fund a voucher purchase by transferring N1,640,200 to her personal Zenith Bank account. Instead, the heavy sum was erroneously sent to the church account.
Making a public appeal to anyone with contacts at Streams of Joy International, the single mother of two stressed that the funds do not belong to her and that the rightful owners have already begun demanding the money.
Esther Umoh, a media aide to Nigeria Democratic Congress (NDC) presidential candidate Peter Obi, has strongly refuted claims that peaceful protesters were behind the recent violent assault on their convoy in Benue State. The Borno State Commissioner for Poverty Alleviation, Youths and Sports, Hon. Saina Buba, has formally retracted and apologized for a controversial statement he made during a public engagement hosted by the City Boy Movement in Maiduguri. During a press briefing with journalists at his office in Maiduguri, Hon. Buba completely withdrew the remark and issued an apology to anyone offended by the rhetoric. He explicitly noted that his words were never meant to infringe upon or undermine the constitutional rights of Borno State citizens regarding their freedom of choice and association under the Nigerian Constitution. Furthermore, he clarified that his statements were not meant to be interpreted literally, but due to the ongoing public anxiety and concern, a formal retraction was necessary.
The commissioner also emphasized that his fiery rhetoric does not reflect the core principles of the ruling All Progressives Congress (APC) or the governance style and administration of Governor Babagana Umara Zulum. He reiterated that the state government stays firmly dedicated to safeguarding the rights of all residents and upholding democratic values.
