NBA Clarifies ₦300 Million Donation, Rejects Refund Demand from Rivers State Sole Administrator

The Nigerian Bar Association (NBA) has firmly rebutted claims made by Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (Rtd), regarding a ₦300 million payment allegedly made to secure hosting rights for the 2025 Annual General Conference (AGC). In a statement issued on Monday, the NBA clarified that the financial support was neither part of a bidding process nor a payment for hosting privileges. The association emphasized that it is standard practice to seek financial assistance from states, agencies, and corporations to support its annual event, and such contributions are entirely unconditional.

The clarification came from the Chairman of the AGC Planning Committee, Emeka Obegolu (SAN), who stated that the decision to host the 2025 conference in Port Harcourt had been made in August 2024 without any financial stipulation or hosting rights agreement.

Obegolu stressed that, “There is no policy or precedent within the NBA that ties hosting rights of the AGC to financial contributions. Recent conferences have enjoyed support from several states and private bodies without any conditions attached.”

He further asserted that, “The ₦300 million from Rivers State was a gift and does not entitle the state to any form of hosting claim. Our priority remains delivering a high-quality conference to members of the Bar.”

The controversy escalated after the NBA resolved to relocate the AGC from Port Harcourt to Enugu, citing concerns over legal and democratic integrity in Rivers State. The decision followed what the NBA described as unconstitutional developments in the state, including the appointment of Ibas as Sole Administrator—an action the NBA deemed unlawful.

The association maintained that continuing with the conference in Rivers State would be seen as an endorsement of these undemocratic actions. As such, the venue change aligns with the NBA’s commitment to upholding the rule of law and constitutional governance.

Despite Ibas’ request for a refund, the NBA stood firm in its position, declining to return the donation and affirming its stance on political neutrality and institutional integrity.

FERMA’s South-East 2 Zonal Director, Suleiman Mohammed Omonowo, issued the warning during an inspection of the project, cautioning against the burning of tyres during celebrations, which he said could damage the road surface.

He noted that destructive practices by some youths and community members often contribute to the early failure of road projects across the country.

“Our advice to road users, especially indigenes, is to protect the road from destruction. Let nobody come and destroy it or burn tyres in the name of celebration,” he said.

Omonowo said the Aba–Azumini highway was previously in a very bad condition before FERMA intervened, describing it as a death trap for commuters and residents.

He also expressed satisfaction with the quality of work done on the project, adding that drainage structures such as catch pits would help prevent flooding and extend the lifespan of the road.

According to him, the highway serves as a major link between Aba, several Abia communities, and Cross River State, carrying heavy traffic daily.

Meanwhile, the Federal Roads Maintenance Engineer in Abia State, Festus Okafor, said FERMA workers have not faced harassment or violence from residents during operations in the state.

The incident reportedly occurred on April 13, 2026, while inmates were being conveyed from the Medium Security Custodial Centre in Potiskum to Damaturu.

In a statement issued in Damaturu, the Command’s Public Relations Officer, DSC Abdullahi Adamu, said the vehicle conveying the inmates was involved in a crash during the journey.
