Abuja Fish Farm Revival: Lawmakers to Summon FCT Minister

Following an oversight visit to the facility, the committee, chaired by Rep. Fred Agbedi (PDP-Bayelsa), described the estate as “comatose,” citing its dilapidated infrastructure and total lack of basic amenities such as electricity, water, drainage systems, and access roads.
Agbedi emphasized that the poor condition of the farm contradicts President Bola Tinubu’s administration’s drive for food security and agricultural development. He noted that only one staff member—a corps member—is currently stationed at the estate, underscoring its neglect.
To address the issue, the committee has resolved to summon the FCT Minister of State, Dr. Mariya Bunkure, who oversees agricultural matters in the territory. The aim is to seek explanations and chart a course toward restoring the estate’s functionality.
“There’s no justification for allowing a project with such potential to decay. The fishery sector can significantly contribute to the nation’s food system and economy,” Agbedi said.
He assured stakeholders that the National Assembly would engage all relevant bodies, including the Presidency, to remove any budgetary or administrative bottlenecks hindering the project’s progress. He also instructed the acting Director of Agriculture to furnish the committee with all necessary documents for investigation.
Agbedi further called on the Inspector-General of Police to ensure the security of the facility and its surroundings, while reiterating the committee’s resolve to ensure the estate becomes operational and aligns with the FCT’s agricultural goals.
Earlier, Mr. Jonas Agbo, acting Director of the Fisheries and Aquaculture Department, explained that the estate was a product of the 38th annual conference of the Nigerian National Fisheries Development Committee. Launched in 2012, the initiative was envisioned as a pilot project to be replicated nationwide, with government providing infrastructure while private investors handled production.
However, due to limited budgetary allocations, the project failed to reach its full potential. Agbo disclosed that although the estate was designed to accommodate 100 fish farmers, only eight are currently operating—largely funding their own infrastructure, which he described as unsustainable.
Agbo stressed the estate’s importance in curbing the country’s overdependence on fish imports and called for urgent intervention to breathe life into the initiative.
