Presidency Reveals Reasons Behind Tinubu’s Shake-up at NNPCL, Emphasizes Performance Over Age

In a move announced on Wednesday, April 2, 2025, Tinubu ordered sweeping changes at NNPCL, including the dismissal of Kyari as Group Chief Executive Officer (GCEO). The reshuffle is intended to improve the efficiency of the state-owned oil company and restore investor confidence.

Bashir Ojulari has been appointed as the new Group CEO, effective immediately. Presidency sources, speaking to Punch, stressed that the shake-up was performance-based, arguing that those previously in charge were not driving the company forward and had instead become part of the problem.

“The President did this because of their performance; we needed to do things differently. The former people were taking us in circles,” one official said. “There needs to be a new direction, and new people to bring fresh energy into the system. Further clarification came from another official who emphasized that Kyari’s removal was not related to his age but rather due to performance metrics. The official noted that NNPCL is a limited liability company, not governed by civil service rules, and the need for “new blood” to drive production growth was paramount.

“We want to achieve 3,000,000 barrels of crude oil per day by 2030 and stabilize production at 2,000,000 per day by 2027. He also approved an amendment extending the lifespan of the 2025 budget from March 31 to June 30, 2026, to ensure completion of ongoing capital projects nationwide.

Under the 2026 fiscal plan, ₦4.799 trillion is set aside for statutory transfers, ₦15.8 trillion for debt servicing, ₦15.4 trillion for recurrent spending, while ₦32.2 trillion goes to capital projects—about half of the total budget.

The focus, according to the administration, is on infrastructure development, security, and growth-driven investments aimed at improving living standards.
