ECOWAS to Convene Emergency Meeting Over New Import Levy by Niger, Burkina Faso, Mali

Joel Ahofodji, Head of Communication for the ECOWAS Commission, confirmed that the meeting will take place on April 22, 2025. The summit will focus on the newly imposed tariff and related regional issues, particularly how this levy affects the trade dynamics within the region.

The AES, which comprises military junta-led states of Mali, Niger, and Burkina Faso, introduced the 0.5 percent import duty on goods from ECOWAS nations, effective from March 28, 2025. This move is seen as a way for the new alliance to generate revenue after its exit from ECOWAS in January 2025.

The imposition of the levy has raised concerns within ECOWAS, as it directly contradicts the regional body’s goals of promoting free movement of goods among its members. ECOWAS’s Trade Liberalization Scheme (ETLS), which supports duty-free and quota-free trade within the region, is now threatened by this action, which is viewed as a new trade barrier that could disrupt supply chains and increase trade costs.

The AES’s actions are part of ongoing tensions with ECOWAS, stemming from disagreements between the regional bloc and the military regimes in these countries. The AES’s exit from ECOWAS was preceded by accusations that the bloc failed to support their fight against terrorism and imposed sanctions that hurt their populations.

Despite lifting the sanctions, ECOWAS has yet to reconcile with the AES members, and now faces the challenge of addressing the impact of the import levy while balancing regional interests.
