House of Representatives Orders Anti-Graft Agencies to Investigate NAHCON’s 2024 Hajj Operations

The House of Representatives has referred the National Hajj Commission of Nigeria (NAHCON) to anti-corruption agencies and the Office of the Auditor-General for a comprehensive audit of its financial records, including the N90 billion federal subsidy allocated for the 2024 Hajj operation. The Green Chamber has called for a thorough examination of NAHCON’s claim of sponsoring 1,000 officials with the subsidy and directed anti-graft agencies to verify the authenticity of the commission’s financial reports. Additionally, lawmakers have urged the government to renegotiate the Bilateral Air Agreement that currently allows Saudi-owned airlines to airlift 50% of Nigerian pilgrims, which they believe harms domestic airlines with the capacity to handle the airlift.

The House further recommended that NAHCON publish a detailed breakdown of all Hajj charges, ensuring transparency and justifying each cost to prevent hidden fees and financial mismanagement. The Commission was also advised to review the $500 Personal Travel Allowance (PTA) for pilgrims, proposing an increase to better support their needs during the pilgrimage.

In terms of pilgrims’ accommodation and welfare, the House has recommended that the management of accommodation be decentralized, allowing State Pilgrims Welfare Boards and private tour operators to participate in negotiating benchmark prices. The House also emphasized the importance of establishing a service rating system for accommodation providers to ensure that they meet quality standards.

Further, the lawmakers have called for the implementation of an effective refund mechanism for pilgrims if the quality of accommodation or services falls short, alongside penalties for service providers who fail to meet agreed standards. They also requested that a complaints and resolution unit be set up to handle pilgrims’ grievances concerning accommodation, feeding, and transportation.

The House also urged NAHCON to involve all relevant stakeholders, including tour operators, airlines, and state boards, in decision-making processes and to strengthen enforcement measures to ensure compliance with Hajj standards. Finally, they proposed contracting Nigerian caterers to provide culturally-appropriate meals for pilgrims, with stringent quality control checks to ensure hygienic and nutritious food during the pilgrimage.
