House of Representatives’ Efforts to Arrest NIMC Director-General Fall Short

The House Committee on Public Petitions, led by Mike Etaba, had previously issued a warning in February 2025 that an arrest warrant would be sought against Coker-Odusote for allegedly violating a software development license agreement with Truid Limited. The committee’s investigation stems from a deal where Truid Limited funded, developed, and deployed a tokenisation system for NIMC without any financial input from the commission.
In return, Truid Limited was expected to recover its investment through service provider patronage, with proceeds to be shared based on a predetermined ratio. However, Truid’s counsel, E.R. Opara, claims that the agreement was meant to last for ten years, beginning from 2021, but Coker-Odusote sought to terminate the deal shortly after her appointment. This led to the current legal dispute.
Despite Etaba’s warning that an arrest warrant would be pursued if Coker-Odusote failed to attend the March 13 hearing, the NIMC DG disregarded the invitation. Over two weeks after the scheduled date, Coker-Odusote has yet to respond to the committee’s summons, and no arrest warrant has been issued as of now.
The tokenisation system launched by NIMC in December 2021 was part of the federal government’s effort to secure and enhance the privacy of personally identifiable information, particularly National Identity Number (NIN) data. The system aimed to curb the illegal retrieval, usage, and storage of this sensitive information.
The failure of Coker-Odusote to address these concerns is escalating the tension between the NIMC and the House of Representatives.
