The Sole Administrator of Rivers State, Ibok-Ete Ekwe Ibas, has appointed Professor Ibibia Lucky Worika as the new Secretary to the State Government (SSG). The announcement was made on Tuesday, with Ibas confirming that the appointment takes immediate effect. “Professor Worika holds a Ph.D. in International Environmental and Comparative Petroleum Law & Policy from the University of Dundee, United Kingdom. He has served in distinguished positions across academia, international organizations, and government advisory bodies,” the statement read. Ibas further noted that the appointment aligns with the administration’s commitment to utilizing the state’s human capital to promote peace, stability, and security in Rivers State.
Resignation of Head of Service, Appointment of Acting HoS
In a related development, Ibas announced the resignation of George Nwaeke as the Head of Service (HoS) of Rivers State. While expressing appreciation for Nwaeke’s service, he wished him success in his future endeavors. “His Excellency, the Administrator, acknowledges and appreciates the immense contributions of George Nwaeke in the short period he served and wishes him well in his future pursuits,” the statement added. To ensure continuity in governance, Dr. Mrs. Iyingi Brown, the Permanent Secretary for Welfare in the Office of the Head of Service, has been appointed as Acting Head of Service until a substantive replacement is named.

Ibas reaffirmed his administration’s commitment to neutrality, peace, and stability in Rivers State, assuring the public that efforts would remain focused on restoring order and ensuring effective governance.
Having been sworn in by President Bola Tinubu on March 19 following the declaration of a state of emergency in Rivers, Ibas continues to implement measures aimed at stabilizing the political and administrative landscape of the state.

Nigeria has officially assumed leadership of the West African Union of Tax Institutes (WAUTI) for the next two years, following the election of Mr. Samuel Agbeluyi, President of the Chartered Institute of Taxation of Nigeria (CITN), as the President of the Union. WAUTI, which comprises National Tax Institutes/Associations from ECOWAS member states, is committed to enhancing tax professionalism, improving tax compliance, and streamlining tax administration within the region. With Nigeria at the helm, WAUTI aims to further its vision of harmonizing tax practices across West Africa, fostering a transparent and equitable taxation system that boosts economic growth and compliance.
In his acceptance speech, Agbeluyi expressed his gratitude for the opportunity to lead the organization, vowing to collaborate closely with fellow executives and stakeholders to advance the Union’s objectives. He highlighted his commitment to working on regional partnerships that will support professionalism in the tax systems of WAUTI’s member states.
Agbeluyi’s vast experience, which includes serving as the Honorary Treasurer and 2nd Vice President of CITN, has positioned him well for this new role. He is also a distinguished member of various prestigious bodies, such as the National Institute for Policy and Strategic Studies (NIPSS), and has earned numerous accolades in the field of taxation.
In addition to Agbeluyi’s election, other members of WAUTI’s Executive for the 2025-2027 tenure were also selected, including the re-election of Mr. Innocent Ohagwa, CITN’s current Vice President, as the Honorary Treasurer. This marks the beginning of a new era of regional cooperation in tax administration under Nigerian leadership.
