ICPC’s 2024 Ethics Scorecard: Supreme Court And Key Agencies Fall Short Of Standards
The Supreme Court of Nigeria, along with 14 other government bodies, has failed the 2024 Ethics and Integrity Compliance Scorecard (EICS), an annual review conducted by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).....KINDLY READ THE FULL STORY HERE▶
The ICPC released its findings on Thursday, revealing that none of the 330 Ministries, Departments, and Agencies (MDAs) assessed fully complied with the required standards.
The Supreme Court, along with other non-compliant agencies, scored zero percent, reflecting significant issues in key areas such as whistleblower policies, strategic planning, and financial accountability.
“The failure of these agencies stems from systemic problems, including the lack of whistleblower policies, inadequate strategic planning, and ineffective stock verification systems,” the ICPC noted.
The report also highlighted that many agencies failed to produce financial reports or conduct audits, which has further undermined public trust in their operations.
The EICS assessed MDAs based on five crucial indicators:
- Management Culture and Structure (MCS)
- Governance and Executive Management
- Financial Management Systems (FMS)
- Finance, Revenue, and Audit Processes
- Administrative Systems (AS), including ethics education and whistleblower mechanisms.
The 15 institutions with a score of 0.00 include:
- Supreme Court of Nigeria
- Nigeria Press Council (NPC)
- Legal Aid Council (LAC)
- National Hajj Commission of Nigeria (NAHCON)
- Federal Civil Service Commission (FCSC)
- Council of Nigerian Mining Engineers and Geoscientists (COMEG)
- Institute of Chartered Chemists of Nigeria (ICCON)
- Federal Teaching Hospital, Gombe
- National Obstetrics Fistula Centre, Ningi, Bauchi State
- Institute of Archaeology and Museum Studies, Jos
- Federal University of Agriculture, Umudike, Abia State
- Federal College of Forestry Mechanization, Mando, Kaduna State
- Obafemi Awolowo University (OAU), Ile-Ife, Osun State
- Federal Polytechnic, Ede, Osun State
- University of Ibadan, Oyo State.

The Allegation: The survivor, Malam Babawo Tudun Nasera—whose 17-year-old brother Salim was among the deceased—stated in a video that authorities wanted the miners to halt operations, but they continued working based on instructions allegedly given by Babangida.

The Arrest and Detention: Nasera explained that the miners went to the site to earn a living to feed their families before NSCDC personnel arrested them and held them in custody for three days, allegedly refusing release efforts.

Suspicious Circumstances: Raising questions about the sudden deaths, Nasera noted that the detainees had eaten well the day before, speculating that heat exposure or some form of administered substance may have been involved.

Lack of Verification: It remains unverified whether Babangida personally owns the operation, holds a mining license, or owns the land, as the NSCDC maintains that the miners were operating illegally.
