NNPCL Details Collaborative Effort In Reviving Port Harcourt Refinery
Olufemi Soneye, the Chief Corporate Communications Officer of the Nigerian National Petroleum Corporation Limited (NNPCL), has disclosed the collaborative efforts involved in reviving the once-inoperative Port Harcourt Refinery. He highlighted that the successful turnaround was made possible by partnering with an external organization and leveraging the expertise of retired NNPC staff with extensive refinery experience. These skilled personnel played a pivotal role in tackling the complex challenges associated with reviving an aging facility.
“Revamping a refinery in a brownfield environment presents multiple technical hurdles, far greater than in a greenfield project. Unforeseen challenges led to several delays in the commissioning and startup phases,” Soneye explained. “To overcome these, we partnered with experts who had experience commissioning and maintaining multiple refineries, and we mobilized retired NNPC staff to contribute their technical knowledge.”
He further emphasized that a detailed technical review was conducted to identify vulnerabilities, and a system was implemented to address issues systematically, ensuring a successful revival.
Addressing earlier delays, Soneye explained that previous attempts to launch the refinery had been plagued with setbacks, and to avoid additional pressure, the team chose not to announce a specific start date until operations were stabilized.
Responding to concerns over the refinery’s production processes, he clarified that refining and blending are essential, interconnected stages of crude oil processing, especially in producing Premium Motor Spirit (PMS).
Soneye also dismissed rumors of secrecy around the refinery’s relaunch, assuring that the timing of the restart was deliberate, to ensure stable operations before making it public. He stressed that the refinery’s success would enhance Nigeria’s energy security, reduce reliance on imported fuel, and help lower logistics costs.
Regarding the refinery’s operations, Soneye outlined the model, which includes a five-year contract for outsourcing operations and maintenance. Additionally, product evacuation and supply chain management will be handled through various NNPC subsidiaries, ensuring a sustainable and efficient refinery operation.
NNPCL’s commitment to the refinery’s long-term success includes ongoing improvements and strategic partnerships to guarantee reliability and ensure Nigeria’s energy security for the future.
