Fifteen civil society organizations have submitted the Citizens Memorandum, which includes 37 recommendations, to the National Assembly, aimed at guiding lawmakers and election stakeholders on critical areas requiring immediate attention.
The recommendations focus on reforming the Independent National Electoral Commission (INEC), amending the 1999 Constitution, and revising the Electoral Act.

At a press conference in Abuja on Wednesday, the Executive Director of the Centre for Media and Society (CEMESO), Dr. Akin Akingbulu, and the Founder of ElectHER, Ibijoke Faborede, presented the coalition’s proposals to journalists.
The coalition stated that these electoral reforms are intended to restore integrity, improve efficiency, and promote inclusivity within Nigeria’s electoral process, facilitating more credible, fair, and democratic elections that will strengthen the nation’s political institutions and democratic culture.
The coalition comprises several organizations, including Yiaga Africa, CEMESO, Civil Society Legislative Advocacy Centre (CISLAC), Corporate Accountability and Public Participation Africa (CAPPA), ElectHER, International Press Centre (IPC), International Institute for Democracy and Electoral Assistance (IDEA), Justice, Development and Peace Makers Centre (JDPMC), Osogbo, and Justice Development and Peace Movement (JDPM), Oyo, among others.
Key recommendations include the unbundling of INEC and enhancing its independence, efficiency, and professionalism, along with addressing electoral offenses, election adjudication, diaspora voting, special seats, political party reform, constituency delimitation, voter accreditation, and the political participation of women, youth, and persons with disabilities (PWDs).
The coalition emphasized, “As the National Assembly initiates another round of electoral reforms, we present this Citizens Memorandum for Electoral Reforms as an essential resource that serves as a roadmap to guide lawmakers and election stakeholders in priority areas needing immediate focus. These amendments are ambitious yet practical, reflecting the realities of our current electoral system.
“The memorandum highlights three core pillars of the electoral legal framework: the Constitution of the Federal Republic of Nigeria, 1999; the Electoral Act 2022; and INEC Regulations and Guidelines for Elections. Our recommendations are divided into two parts: Part I presents 21 recommendations for constitutional amendments aimed at enhancing INEC’s independence, refining electoral adjudication processes, and ensuring fairness, transparency, and inclusivity in elections. Part II outlines 16 proposals for amending the Electoral Act 2022 to address the inadequacies and complexities that have hindered its effective implementation. Our goal is to align the electoral legal framework with recent landmark judicial decisions that pave the way for reform and make the Act more attuned to our evolving electoral needs.
