Scheduled for announcement today at the Council on Foreign Relations in New York, the proposal includes the introduction of two permanent seats for African nations on the United Nations Security Council. This decision comes in response to long-standing demands from developing countries for increased representation on one of the world’s most powerful diplomatic bodies.
Additionally, the proposal introduces a rotating seat for small island states, acknowledging their unique challenges and significance in global issues. While this expansion aims to enhance representation, the U.S. remains opposed to extending veto powers to any new members, maintaining the current structure of the Council.
This initiative is also part of the U.S. strategy to counteract China’s growing influence in the Pacific region, where many island nations hold critical strategic importance. By strengthening alliances with these countries, the U.S. seeks to ensure a balanced power dynamic in an area where China’s presence is increasingly felt.
Ambassador Thomas-Greenfield hopes that this announcement will “advance the agenda in a way that could lead to Security Council reform in the future.” She frames this effort as part of President Joe Biden’s legacy, emphasizing the importance of a more representative Security Council.
Currently, the Security Council consists of 15 members, including five permanent members—Russia, China, the U.S., Britain, and France—who wield veto power. Many countries have long argued that the Council fails to reflect the realities of today’s world, leading to persistent calls for reform.
UN Secretary-General António Guterres has expressed strong support for reform, stating that “the Security Council reflects the post-World War II situation.” He highlighted the need for change, as the Council faces issues of legitimacy and effectiveness.
