Titled “A Bill for an Act to substitute the annexure to Decree 24 of 1999 with a new governance model for the Federal Republic of Nigeria,” the proposed legislation seeks to replace the current constitution with a new governance model based on federal and regional governments.
The preamble of the bill highlights the perceived flaws in the current constitution, emphasizing its imposition by the military without the people’s consent. It underscores the desire of the Nigerian people for a constitution derived from their deliberations and consensus.
Under the proposed legislation, both federal and regional governments would operate within the provisions of the new constitution. Additionally, ethnic blocs within states would have the autonomy to aggregate or disaggregate as provinces, divisions, and districts, maintaining control over their affairs without external interference.
Despite the initial disownment by the House of Representatives, the drafter of the private bill, Dr. Akin Fapohunda, has opted to send the proposed law directly to President Tinubu. It is anticipated that the President may present it to the parliament as an executive bill, utilizing his executive powers to advance the legislation.
This development underscores the ongoing efforts to address governance challenges and enhance the democratic process in Nigeria.
