The Economic Community of West African States (ECOWAS) has reported a staggering number of terrorist attacks in Burkina Faso, Mali, and Niger Republic in 2023, totaling over 3,500 incidents and resulting in nearly 7,000 deaths…….CONTINUE READING
Ambassador Abdel-Fatau Musa, the Commissioner of Political Affairs, Peace, and Security at the ECOWAS Commission, revealed this during the weekly press briefing held in Abuja. He highlighted the vulnerability of the Sahel region, particularly these three countries, where the majority of the attacks occurred.
In detail, Burkina Faso experienced close to 2,000 attacks, Mali over 1,044, and Niger Republic 500. These incidents have had dire consequences, leading to almost 7,000 fatalities, widespread food insecurity affecting 4.8 million people, internal displacement of 2.4 million individuals, and the closure of nearly 9,000 schools in the region.
Musa emphasized the severity of the situation, comparing Burkina Faso to Afghanistan in terms of the level of terrorism faced.
To address this pressing issue, ECOWAS is in the process of establishing a Counter-Terrorism Force, and discussions on financing the force are underway. Musa announced plans for a meeting of Ministers of Finance and Defence to determine the modalities for raising resources within the region to support the counter-terrorism efforts.
The formation of the Counter-Terrorism Force reflects ECOWAS’s commitment to combating terrorism and enhancing security in the region, despite challenges such as recent military takeovers and the subsequent imposition of economic sanctions on certain member states. The recent lifting of sanctions, following intervention from Nigeria’s former military head of state, Gen. Yakubu Gowon, underscores ECOWAS’s dedication to promoting unity and security within the African sub-region.

-
Joint Working Committee: A committee will be established to ensure the agreement translates into tangible operational results.
Rationale for Collaboration
-
Shared Criminal Networks: NDLEA Chairman, Brig. Gen. Mohamed Buba Marwa (Rtd), noted that criminal syndicates often engage in both narcotics trafficking and the piracy of creative works, using proceeds from one illicit activity to finance the other.
-
Economic and Social Impact: NCC Director-General, Dr. John Asein, emphasized that organized piracy is a major criminal enterprise that undermines Nigeria’s creative economy, destroys jobs, and weakens national security.
-
Intersecting Supply Chains: Both agencies identified that the same clandestine networks, transportation routes, and financial channels used for drug trafficking are frequently utilized to distribute pirated goods and launder criminal proceeds.
-
Inter-Agency Synergy: The leadership of both organizations highlighted the importance of moving away from isolated operations toward a collaborative model that leverages the specific expertise and intelligence capabilities of each agency.
The initiative aims to more effectively disrupt illegal supply chains, dismantle criminal structures, and protect both the creative sector and the general public from the influence of organized crime.
