An in-depth analysis conducted by the Federal Government has unveiled alarming statistics regarding the overbilling of electricity consumers by power distribution companies (DisCos) across Nigeria. The Nigerian Electricity Regulatory Commission (NERC), a regulatory body overseeing the power sector, issued regulatory interventions to address non-compliance with the capping of estimated billing for unmetered customers by DisCos. These interventions revealed that DisCos collectively amassed over N105 billion from overbilling practices during the specified period.
Data compiled from various reports highlighted the extent of overbilling by DisCos in different regions of the country. For instance, Yola Disco was found to have overbilled approximately 42,902 customers, while Abuja Disco overcharged a staggering 1,823,218 customers during the review period. Similar instances were reported across other DisCos, including Benin, Enugu, Eko, Ibadan, Jos, Ikeja, Kaduna, Kano, and Port Harcourt.
To address these discrepancies and safeguard consumers from arbitrary billing, NERC issued orders aimed at enforcing compliance with energy caps for unmetered customers. These orders included directives for credit adjustments to overbilled customers and regulatory sanctions against non-compliant DisCos.
In response to these measures, DisCos are required to issue credit adjustments to affected customers and publish the list of beneficiaries in national dailies and on their websites. Additionally, NERC announced plans to deduct over N10 billion from the annual allowed revenues of DisCos during the next tariff review as a deterrent against future non-compliance.
The report also highlighted ongoing consumer complaints regarding metering, billing, and service interruptions, underscoring the need for continued regulatory oversight and accountability within the power sector. Despite efforts to address these issues, challenges persist, indicating the importance of sustained monitoring and enforcement mechanisms to ensure fair and transparent practices in the electricity distribution system.
