A total of 4,613,197 Permanent Voters’ Cards (PVCs) have been collected by voters in preparation for the upcoming February 3 rerun and by-elections, according to information released by the Independent National Electoral Commission (INEC). INEC also plans to deploy 8,500 Bimodal Voters Authentication System devices and over 35,000 ad-hoc staff for the elections, with 74 domestic observers and one international observer set to monitor the proceedings.
