Highlighting the coup events in Burkina Faso (January 23, 2022), Mali (May 24, 2021), and Niger Republic (July 26, 2023), Touray emphasized the ongoing challenges to the region’s overall security environment. He remarked, “On the political front, the transition roadmaps and timetables agreed with the transition authorities in Mali, Guinea, and Burkina Faso for rapid and peaceful restoration of constitutional order have been implemented at varied paces amid worsening security situations.”

Touray expressed concern that the attempted coup in Niger has diverted attention from supporting transition processes, creating a perceived divide between the transition countries and ECOWAS. He asserted that these military coups not only rely on false narratives but also contribute significantly to insecurity in the region.

To underscore the impact of this insecurity, Touray presented statistics from January 1 to October 23, 2023, revealing that in Burkina Faso, Mali, and Niger, 4.8 million people face food insecurity, 2.4 million are internally displaced, and nearly 9,000 schools remain closed. The numbers indicated varying levels of challenges in each country, with Burkina Faso facing the highest figures.

Touray emphasized the humanitarian crisis resulting from insecurity, pledging ongoing efforts for a swift return to constitutional order. He outlined the ECOWAS Commission’s commitment to addressing the humanitarian situation, including deploying funds from the Counterterrorism Fund to support education, livelihood, and resilience-building initiatives.

In his opening remarks, Yusuf Tuggar, the Chairman of the mediation and Minister of Foreign Affairs, stressed the importance of collective discussions to tackle emerging threats for the well-being of ECOWAS citizens.
