Breaking: Yobe Civil Society Organizations Sound Alarm Over State’s Revenue Crisis

In a statement endorsed by its executive director, Alhaji Baba Shehu, the group acknowledged the commendable efforts by the administration of His Excellency Hon. Mai Mala Buni in enacting laws for prudent resource management. However, they raised significant alarms in response to the recent fiscal performance report, ranking Yobe State as the 32nd state in the country in 2023. NYCSO attributed this ranking to the state’s low IGR, coupled with a rapidly increasing domestic debt profile.
Despite a slight uptick in IGR compared to 2022, Shehu emphasized that the non-operationalization of the Yobe State Internal Revenue Law, assented to by His Excellency in 2021, remains a critical obstacle to effective revenue generation.
The CSOs pointed out, “The lack of substantive leadership for the Yobe State Internal Revenue Service, along with the absence of an Executive Order for law enforcement by the IRS, has significantly contributed to the current fiscal instability of the state.”
Shehu urged the state government to appoint a substantive Chairman for the Yobe State Internal Revenue Service in accordance with the provisions of the law, ensuring stable leadership for effective revenue generation initiatives.
Additionally, the CSOs called on the state government to grant the Yobe State Internal Revenue Service an Executive Order to implement the Revenue Law effectively. This, they believe, would enhance the collection and remittance of all revenues in line with the provisions of the State Revenue Law 2021 (as amended).
The group further appealed to the governor to direct all Ministries, Departments, and Agencies (MDAs) to be intentional about improving revenue generation. NYCSO emphasized the need for sincere implementation of recommendations from State Fiscal Responsibility reports of previous years and judicious addressing of recommendations from the State Auditor General’s Reports for previous years.
