The Enugu State government has expressed its commitment to assist bona fide logistics service providers in boosting the State’s economy. Nevertheless, it has stipulated a deadline of December 1, 2023, for them to regularize their operations.
This announcement was made by Mr. Emeka Ajogwu, the State Commissioner for Special Duties, during a meeting with the association of courier operators in the State on Tuesday.
Ajogwu highlighted that a dialogue with these operators became necessary due to the increasing reports of security breaches resulting from the lack of coordination and disorderly nature of logistics operations in the State.
The government identified that courier service providers lacked organization, with individuals simply purchasing motorcycles and putting them on the roads without government registration. Additionally, there were concerns that some operators were using the cover of this business for illicit activities, such as drug trafficking and the movement of small arms and light weapons.
The administration, led by Barr Peter Mbah, places a high priority on security and aims for significant economic growth through private sector investment. Ajogwu emphasized the importance of organizing and regulating logistics operations to support the State’s economy.
As a result, all logistics companies operating in Enugu State must obtain licenses from the Ministry of Transport. Unbranded and unnumbered motorcycles will not be allowed on the roads. Every company must label their motorcycles and provide unique identification numbers.
Furthermore, riders are required to wear their company’s uniform and carry a valid identity card issued by the company. Operators must maintain records of delivery pick-ups, locations, and phone numbers, with waybills for all items in the delivery box readily available upon request by authorities.
Genuine dispatch riders should not be on the road after 8 pm unless they have been verified, certified, and authenticated by the relevant authorities.
The Commissioner of Police, CP Kanayo Uzuegbu, represented by ACP. S.D West, highlighted the need to identify non-state actors exploiting the logistics industry’s porous space in the State. He emphasized that adhering to the government’s vision and ensuring proper identification of bikes would enhance security efforts.
In response to the new directives, the interim chairperson of the Courier Operators Association, Bar. Adaora Okoye, expressed the association’s willingness to comply with the State government’s requirements. She also recognized that licensing operators would bring order to the logistics industry in the State.
