Front End Partners (FEPs), the firm contracted by the National Identity Management Commission (NIMC) for the enrollment of eligible citizens in the National Identity Number (NIN) short-term enrollment activities, has expressed its concern over the agency’s failure to honor the terms of the contract.
The firm disclosed that it is grappling with a significant debt burden resulting from bank loans taken to procure equipment and cover various expenses, outstanding payments to consumables suppliers, and the accumulation of salary arrears for its staff, among other financial challenges.
Despite successfully adding over sixty million NINs to the NIMC database during its engagement, FEPs claimed that they have not received their contract payments for 22 months, causing them financial distress.
The firm was engaged in short-term enrollment activities that commenced in 2021.
In a letter addressed to the Minister of Interior, Dr. Olubunmi Tunji-Ojo, dated October 12, 2023, and titled “RE: Request For Meeting On Payment Of Outstanding Enrolment Fees To FEPs And Matters Arising In The Commission,” FEPs appealed to the minister’s attention on the matter.
The NIMC contractor pointed out that the national database grew from 42 million to over 102 million NINs during its involvement. This significant increase, achieved in less than three years through FEPs, was made possible by substantial investments in equipment and personnel. FEPs established enrollment centers across the country, with their personnel reaching remote villages and settlements for enrollment, contributing significantly to the national database.
FEPs highlighted the challenges brought about by the devaluation of the Naira, which eroded their gains and investments. They reported that some of their members are facing legal actions initiated by creditors, with assets being liquidated, accounts garnished, and, tragically, some individuals succumbing to the stress and hardship caused by these situations.
The firm sought an audience with the minister to address their concerns and requested that NIMC settle the outstanding payments for the past 22 months at the current exchange rate to help alleviate their debt and losses.
Furthermore, FEPs emphasized the need for adherence to the initial agreement’s terms, which stipulate monthly payments and recommended the observance of the prevailing procurement laws in the country. They believe that adherence to these regulations would safeguard public officers in the future and ensure the nation receives the best in terms of quality and pricing.
