He lamented the lack of functional offices, permanent staff, and security of tenure for State Independent Electoral Commissions (SIECs), which hinder their ability to conduct free and fair elections.

Yakubu also criticized the severe underfunding of SIECs, which forces them to rely on INEC for basic election materials. He emphasized that INEC’s support to SIECs would be limited to providing the voters’ register, as mandated by the Constitution, due to the commission’s extensive responsibilities and limited federal budget.

Furthermore, Yakubu clarified the jurisdictional boundaries between INEC and SIECs, highlighting the responsibility of SIECs for conducting elections at the local government level. He cited the elections conducted by INEC in the Federal Capital Territory (FCT) as a model for LG elections nationwide, emphasizing improvements such as secure tenures for elected officials, regular elections, and diverse electoral outcomes.

Despite ongoing discussions about the future of LG elections, Yakubu underscored the importance of adhering to the extant law, which assigns responsibility for these elections to SIECs.
