The Clerk of the National Assembly, Kamoru Ogunlana, disclosed this in a statement on Tuesday, confirming that 28 State Houses of Assembly have approved the constitutional amendment required for the establishment of State Police.
Ogunlana said the Office of the Clerk had received reports from the 28 state legislatures indicating their approval of the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, which seeks to provide for the creation of State Police Services and related matters.
“The Office of the Clerk to the National Assembly wishes to inform the general public that it has received reports from 28 State Houses of Assembly indicating their approval of the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, seeking to provide for the establishment of State Police Services and related matters,” the statement read in part.
The National Assembly had transmitted the proposed constitutional amendment to the State Houses of Assembly on September 16, 2026, requesting that their resolutions be communicated within 30 days.
Although the stipulated period ended on October 15, Ogunlana said his office would continue to receive reports from states that had yet to submit their responses.
He explained that the approval secured from 28 states had exceeded the constitutional requirement of at least two-thirds of the 36 State Houses of Assembly, equivalent to 24 states, as stipulated under Section 9 of the 1999 Constitution.
“The stipulated period elapsed on 15 October 2026, but my Office shall continue accept reports from the State Houses of Assembly until the bill is transmitted for assent.
“Following the receipt and verification of the reports, the Office confirms that 28 State Houses of Assembly have approved the Bill.
“This represents more than the constitutionally prescribed threshold of not less than two-thirds of the 36 State Houses of Assembly, equivalent to 24 States, as required under Section 9 of the Constitution of the Federal Republic of Nigeria, 1999,” Ogunlana stated.
The clerk further disclosed that his office had completed the necessary administrative verification of the reports, including the accompanying votes and proceedings, to confirm their authenticity and ensure that they accurately reflected the decisions of the respective state legislatures.
He added that the bill would now be forwarded to President Tinubu for assent.
Ogunlana also clarified that Section 9 of the Constitution does not specifically require a Third Reading for a Constitution Alteration Bill, unlike the procedure for ordinary legislation.
He said the required administrative processes were being completed to facilitate the transmission of the bill to the President in line with the Acts Authentication Act, CAP A2, Laws of the Federation of Nigeria, 2004.
“It is pertinent to clarify that Section 9 of the Constitution does not expressly prescribe a Third Reading for a Constitution Alteration Bill, unlike the procedure applicable to ordinary Bills.
“In view of the approvals secured from the required number of State Houses of Assembly, the necessary administrative processes are being undertaken to facilitate the transmission of the Bill to His Excellency, the President of the Federal Republic of Nigeria, for assent, in accordance with the Acts Authentication Act, CAP A2, (LFN) 2004,” he said.
The National Assembly expressed appreciation to the State Houses of Assembly for their cooperation and timely responses, assuring Nigerians that it would continue to provide updates on developments concerning the constitutional amendment process.

Odumodublvck Sparks Controversy With Claim About How Musicians Get Hit Songs.
Odumodublvck made the claim during an appearance on the Tea With Tay podcast, where he discussed the challenges of producing commercially successful music.....KINDLY READ THE FULL STORY HERE▶
The rapper explained that achieving a hit song is not an easy task, noting that some artistes go through their entire careers without recording one.
He, however, commended Burna Boy, Wizkid and Davido for their consistent run of hit songs over the years, saying their achievements deserve recognition.
“Getting a hit song is not easy. Sometimes people even do jazz to get one. That is why you see some artists crashing out when they struggle to get a hit.
“Burna Boy, Wizkid and Davido have been dropping hit songs consistently for years.
“You have to respect that. Some artistes never get a hit song throughout their careers,” he stated.
Meanwhile, Odumodublvck has also recounted a warning he allegedly received from popular cleric Chukwuemeka Ohanaemere, better known as Odumeje, following a vision the clergyman claimed to have had about him.
The rapper shared the revelation on his X page while discussing his faith and what he described as his battle against darkness.
According to Odumodublvck, Odumeje contacted him and disclosed that he had seen a vision in which some people were allegedly planning to detain and poison him.
The rapper said the warning did not frighten him, insisting that he was protected by the blood of Christ.
He further disclosed that Odumeje had urged him not to worry, saying people would not understand what was happening.
Expressing confidence in his faith, Odumodublvck declared that victory was assured and maintained that God would protect him from dark forces.
He wrote: “Odumeje called me. He said, ‘I saw in a vision that they wanted to detain you and poison you.’ My God will never let me die. This is what it means to go against the world of darkness. Unfortunately, I am fortified with the blood of Christ. He said, ‘Do not worry, they will not understand.’ Victory is assured. Amen.”

‘I Was Ready To Fight For My Mandate’ – Amaechi Recalls Obasanjo’s Threat.
The African Democratic Congress (ADC) vice-presidential candidate, Rotimi Amaechi, has recounted how former President Olusegun Obasanjo allegedly threatened to prevent him from becoming the governor of Rivers State.....KINDLY READ THE FULL STORY HERE▶
Amaechi made the revelation in a viral video shared on X while calling on Nigerian youths to become more involved in leadership and take active steps towards shaping the country’s future.
The former Rivers State governor said Obasanjo’s threat forced him to flee Nigeria to Ghana after the former president threatened to have him arrested. However, he insisted that he continued fighting his legal battle from abroad until he eventually became governor.
According to Amaechi, young Nigerians have the numbers to challenge the status quo and should not remain passive in the face of political developments.
He cited examples of countries where youth-led movements had brought about political change, urging Nigerian youths to recognise their influence and pursue leadership positions.
He said:
“You can’t have a president doing what’s he’s doing, and the youths are doing nothing, the youths must do much more.
“Was it in Serbia or Albania where a party led by students elected the president and chased away a president who has been there?
“The same thing can happen here where you have the numbers. There are more youths than the elders, so the youths can turn it, the solution is in your hands, you can be a minister or a governor.
“President Obasanjo tried to stop me from being a governor but you will see that I did not go to sleep, I went to court and when he threatened arrest, I left the country.
“I stayed in Ghana and from there I fought that case until I became governor. I’m the first and only Nigerian that the court pronounced as governor without proper election.
“So, the PDP won the election and the candidate that the court had said is the candidate of the PDP became the governor and I was the candidate by law, so I didn’t just go to sleep.
“I didn’t just look at Obasanjo is from the South so I shouldn’t fight him, bloody what? Which South is that?”
