EFCC Application: The Economic and Financial Crimes Commission (EFCC) secured the order on September 29, 2026, following an application by counsel Hanatu Kofarnaisa. The suit was brought in rem, seeking forfeiture of the devices as proceeds of unlawful activity.

Background of the Operation: The phones were discovered during a massive investigation into a facility in Victoria Island, Lagos, established by Chinese nationals in conspiracy with other foreign individuals. This operation, which also involved hundreds of laptops and mobile phones, was used to run romance scams and investment fraud targeting victims in the U.S., Canada, Mexico, and Europe.

Massive Arrests and Convictions: An initial sting operation on December 10, 2024, led to the arrest of over 700 individuals, including 500 Nigerians and 148 Chinese nationals. Following investigation, the leader of the ring, Huang Haoyu (Ken), and his company, Genting International Company Limited, pleaded guilty to a seven-count charge of cyber terrorism, money laundering, and other related offenses, and were subsequently convicted and sentenced.

Final Order: After discovering the additional 431 phones connected to the convicts, the EFCC obtained an interim forfeiture order on July 8, 2026. Following a required public notice in The Guardian newspaper on August 11, 2026, the court granted the final forfeiture, accepting the EFCC’s argument that the non-conviction-based proceedings were necessary to prevent the dissipation of assets acquired from crime.
