The decision keeps Nigeria’s total pilgrim slots capped at 50,000, which consists of 35,000 slots designated for government pilgrims and 15,000 slots allocated to licensed tour operators. The National Hajj Commission of Nigeria (NAHCON) announced this development in a statement released on Thursday.

Key Highlights of the Announcement:

  • The Request: NAHCON had formally petitioned the Saudi Ministry of Hajj and Umrah for more slots following surging demand from prospective pilgrims and state welfare boards.

  • The Reason for Rejection: Saudi authorities declined the appeal, pointing to structural limitations at the holy sites, capacity constraints, and the necessity of enforcing strict country quotas under current operational guidelines.

  • NAHCON’s Response: NAHCON Chairman and CEO Ismail Yusuf acknowledged the disappointment this may bring to stakeholders, explaining that despite extensive efforts, the Saudi position is final due to operational realities.

  • Strict Deadlines: State boards and tour operators have been urged to transparently manage their current allocations and ensure pilgrim data is uploaded to the Saudi Nusuk platform by the strict deadline of September 26, 2026, as no extensions will be granted.
