This friction during the Fourth Republic stemmed from a major crisis when Obasanjo withheld federal allocations to Lagos State because Tinubu created 37 new local council development areas (LCDAs) alongside the original 20, a move Obasanjo considered unconstitutional. Although the Supreme Court ultimately ruled that withholding the funds was unlawful, Obasanjo maintained the freeze throughout his tenure, with the withheld monies only being released later by late former President Umaru Yar’Adua. Stressing that these events are historical facts rather than folklore, Shaibu emphasized that Atiku stood directly between Tinubu and the political fate that befell other regional governors, ensuring Tinubu’s survival despite present-day political conveniences.
